This provision is inadequate

 The childminder lacks awareness of statutory requirements associated with the suitability of household members and her notification responsibilities. She is in breach of several safeguarding and welfare requirements and also fails to meet the associated requirements of the Childcare Register.  The childminder fails to safeguard children's welfare adequately. She has not notified Ofsted of significant events which are likely to affect her suitability, and that of household members. This puts children's safety at considerable risk.  The childminder has failed to notify Ofsted of changes to household members or supplied relevant information so that checks can be carried out on all adults living on the premises. She has not met her responsibility to ensure the ongoing suitability of household members. These weaknesses have a detrimental effect on children's safety.

p.1

It has the following strengths

 Children make good progress in their learning and development. The childminder has a good understanding of how children learn and develop. She completes regular observations and uses the information she gains from these effectively to monitor children's progress and to target any gaps in their learning.  The childminder promotes friendly partnerships with parents that help to support children's learning.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action We will issue a Welfare Requirements Notice requiring the provider to:

p.2

Due Date

 ensure all statutory requirements associated with notification responsibilities and the suitability of household members are understood and met, with particular regard to notifying Ofsted of changes to household members and significant events 28/04/2016

p.2

Due Date

 supply the required information to Ofsted for suitability checks to be completed on all household members aged 16 years and over, to ensure that all adults who live on the premises are suitable. 28/04/2016

p.2

Inspection activities

 The inspector observed activities provided and assessed the support for children's learning. She discussed the children's development with the childminder.  The inspector discussed the childminder's management of her provision, including safeguarding arrangements, at appropriate times throughout the inspection.  The inspector sampled documentation, including the childminder's first-aid certificate, safeguarding documentation in relation to the suitability of household members, and discussed her policies and procedures.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has failed to notify Ofsted that an adult has moved back into the family home or obtained a new Disclosure and Barring Service check for this adult to ensure their suitability. These weaknesses jeopardise children's safety and welfare. The childminder has a suitable understanding of what to do in the event of any concerns about a child's well-being. The childminder's self-evaluation has failed to identify breaches in the safeguarding and welfare requirements. However, she evaluates her teaching practice and monitors children's progress well. She has attended a range of training and has worked with the local authority adviser to effectively develop and improve her teaching practice.

p.3

Quality of teaching, learning and assessment is good

The childminder provides a wide range of interesting activities and resources to help promote children's learning. She keeps a close check on how well children are progressing in their learning and shares this information regularly with parents. The childminder builds on children's interests, for example in farm animals, and creates play opportunities to extend on this, such as in arts and crafts. The childminder introduces mathematical concepts during children's play. For example, they compare the sizes of colourful bears and confidently count to 20 and beyond. She helps children understand the meaning of mathematical language, such as 'full' and 'empty', as they enthusiastically play with bricks and empty and fill containers together.

p.3

Personal development, behaviour and welfare are inadequate

Children's welfare is significantly compromised by the substantial weaknesses identified in the childminder's safeguarding practice. Nevertheless, children form positive relationships with the childminder. She is responsive and attentive to their needs, and is particularly vigilant in meeting their individual health requirements. The childminder manages children's behaviour in a calm, appropriate manner. Children are well mannered. They understand how to share resources, to be kind to one another, and learn to socialise.

p.3

Outcomes for children are good

Children develop good communication and independence skills, and manage age- appropriate tasks successfully. They develop their early writing and language skills well. For example, they use a good range of mark-making materials competently and talk about their pictures as they draw. Children make good all-round progress and are well prepared for their next stage in learning and school.
