This provision is inadequate
The childminder has not successfully addressed the actions and recommendations raised at the previous inspection. She does not demonstrate the capacity to make ongoing improvements to raise the quality of her provision. Partnership working with parents is not fully embedded. The childminder does not routinely engage parents in their children's learning and development. Strategies are not in place to gather information from parents to build on what children already know. This does not provide a consistent approach to children's learning. The quality of teaching is poor. The childminder does not use information gathered through observations to consistently plan challenging activities for children which meet their individual needs across all areas of their learning and development. The childminder has not yet embedded effective tracking systems to monitor children's progress. Gaps in children's learning are not swiftly identified.
p.1
This provision is inadequate
The childminder does not provide a consistent approach when dealing with children's challenging behaviour. The childminder's knowledge of the requirements of the Early Years Foundation Stage is poor and she does not keep up to date with changes in legislation.
p.1
It has the following strengths
The childminder supports children's awareness of developing healthy lifestyles. They are provided with healthy choices during mealtimes and given daily opportunities to play in the outdoor area or visit local parks. This helps to extend their physical skills.
p.1
What the setting needs to do to improve further
The provision is inadequate and Ofsted intends to take enforcement action We will issue a Welfare Requirements Notice requiring the provider to:

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed an evaluation of an activity with the childminder. The inspector looked at relevant documentation, including evidence of the suitability of adults living in the household. The inspector spoke to children at convenient times during the inspection and took account of the views of parents.
p.3
Effectiveness of the leadership and management is inadequate
Self-evaluation systems lack rigour. The childminder is not clear on her priorities. Areas of development are not addressed in a timely manner to raise the quality of the provision. Feedback to parents primarily focuses on care practices. Strategies to engage parents in their children's learning are not successful. This does not support a consistent approach to children's learning. The arrangements for safeguarding are ineffective. Although the childminder is able to demonstrate a basic awareness of child protection procedures, she has not yet considered ways to ensure the safe use of mobile phones and cameras within her setting. The childminder has not kept up to date with changes in practice and legislation. She does not update her existing skills and knowledge to ensure improved outcomes for children.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not use information gathered through observations to accurately plan challenging activities for children. She does not build on what children already know and can do. For example, she provides children with basic matching and sorting games which lack challenge. She does not consider how to extend their learning to help them make good progress, and misses opportunities to support children to think creatively and flexibly, solve problems and link ideas. The childminder does provide children with a range of resources which they independently access. She also provides children with different resources to support them to learn about different cultures and festivals around the world. Children develop confidence and make regular choices throughout their play. They develop some independence skills and begin to manage their own care needs. The childminder encourages children to talk about what they are making and initiates

conversations, which helps support their communication and language skills. Children develop some understanding of mathematical concepts. For example, they use number language as they play and begin to make basic comparisons between quantities.
p.4
Personal development, behaviour and welfare are inadequate
Although children demonstrate warm attachments with the childminder, their behaviour is not managed consistently. Information is not shared regularly with parents to provide a consistent approach to dealing with challenging behaviours. This does not effectively support children's emotional well-being or support children to develop an appropriate understanding of how to manage their own feelings and behaviours. Not all children develop good listening and attention skills. This does not support children to become fully engaged in their learning and does not prepare them well for future learning and school.
p.4
Outcomes for children are inadequate
Children make insufficient progress in their learning. This is because the childminder does not use observation and assessment to track children's progress accurately. Gaps in learning are not identified quickly enough. Children's skills are typically well below those for their age. There are particular weaknesses in their personal, social and emotional development. Children continue to underachieve as their individual needs are not met. They are not well prepared for their next steps in learning.
