children and young people since the most recent full inspection

This home was judged Good at the full inspection. At this interim inspection Ofsted judge that it has Improved effectiveness . Young people continue to live in a caring home where they receive consistent care from a dedicated staff team, which is making a difference to their lives. Managers and staff are committed to providing individualised care to secure positive outcomes for each young person living there. A young person said: „Everything is good here and I am doing very well.‟

The managers and staff promote and facilitate family contact. They support parents and others who are important in young people‟s lives to build positive relationships. They ensure that contact arrangements are in place for each young person. As a result, contact has increased for young people and their families. This means that young people experience continuity of care and quality contact with people who are important to them.

Staff support and encourage young people to learn skills in preparation for adulthood. They learn how to budget and where to pay gas and electric bills for example, so that they are well prepared for their futures. Staff identify when young people are not ready to live independently and ensure that they have an appropriate advocate, who can ensure their wishes and feelings are heard. They work collaboratively with placing authorities to identify suitable placements matched with young people‟s individual abilities, such as semi-independent living.

Staff are proud of the achievements young people make, particularly in education. All young people are participating in their individual educational provision. Some young people who have struggled in the past to attend college, have shown resilience and determination and their attendance has significantly improved. Staff know the young people well and are able to pre-empt situations which may cause a change in young people‟s behaviour. They devise strategies to help them manage these situations in more positive ways. This tactical approach helps young people to make improved choices in relation to safe and acceptable behaviour. As a result, there have been no significant incidents, notifications, or any restraints since the last inspection. The manager and staff continue to work effectively with agencies such as placing authorities and health professionals. These links provide a multi-agency approach

to ensure that young people receive quality care, which provides the right level of support for all their physical and emotional needs; such as working with specialist drug and alcohol services to educate young people on the dangers of legal highs. This has resulted in young people being more aware of the risks associated with these substances and will enable them to continue to make good choices in their adult lives.

The home receives monthly quality assurance visits and reports from an independent person. The report is lacking the independent person‟s opinion as to whether the home promotes children‟s well-being and whether they are effectively safeguarded; this shortfall has not compromised the safety or care of the young people and the line manager demonstrated a commitment to address this swiftly.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
