This provision is inadequate
Some staff are unclear about how to report child protection concerns or allegations against adults. Guidance in the safeguarding policies is not clear enough to support staff in reporting concerns. Risk assessments are ineffective. Staff do not ensure all possible hazards are identified and removed when completing checks on the outdoor area. This has the potential to compromise children's safety. The provider has not ensured that adult-to-child ratios are maintained at all times. Staff do not effectively promote children's health or ensure they consistently follow good hygiene routines. Methods to monitor and guide staff practice have not yet been fully implemented by the managers. Activities and learning experiences are not planned to support children's individual needs or next steps in development.
p.1
It has the following strengths
The provider and newly appointed manager have identified improvements to enhance the quality of the setting and have developed a suitable action plan to help implement these changes. Children have established positive relationships with staff. This helps to develop their confidence and supports their emotional well-being.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector completed a joint observation with the nursery manager. The inspector held a meeting with the nursery manager and provider. She looked at relevant documentation, such as the nursery's policies and evidence of the suitability of staff working in the nursery. The inspector spoke to a small selection of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. Staff demonstrate an understanding of how to report and act on child protection concerns. However, some staff members are not aware of the procedures to follow should allegations or concerns be raised about adults or other staff. Written safeguarding policies and procedures are in place but do not provide staff with clear guidance for reporting concerns about adults. All staff are suitably qualified and encouraged to attend first-aid training. However, children's safety and welfare is not effectively promoted. Risk assessments are weak and some staff do not display an understanding of what constitutes to a risk. For example, daily checks completed by staff on the outdoor area failed to identify and minimise some potential risks posed to children. The provider's lack of monitoring has resulted in several breaches to the requirements and weaknesses in staff practice. However, the provider and manager have begun to

implement some of the actions identified in their improvement plan. They have introduced new systems for tracking and professional development, including peer observations. The provider has identified how she will make better use of supervisions to monitor staff practice more closely and to provide support, training and guidance.
p.3
Quality of teaching, learning and assessment is inadequate
The quality of teaching is variable and often activities are not planned to suit the individual needs of children involved. This means that children do not fully engage in learning experiences and become distracted. Some staff are more skilled than others at extending children's learning. Effective teaching strategies are not always used to promote children's communication and thinking skills. Staff have not received the support needed to enhance their practice further and develop their teaching skills. They complete regular observations of children's learning and use these to identify some next steps in their development. However, these are not yet used effectively to plan stimulating and challenging learning experiences. The new manager has identified planning as an area for improvement and has begun to work alongside staff to develop this. She has also introduced new systems for tracking and assessments in order to help monitor children's progress more closely.
p.3
Quality of teaching, learning and assessment is inadequate
Since the new manager has only been in post for a very short period, these systems have yet to be fully embedded. Some arrangements are in place to share information with parents about children's learning and development, including progress checks. However, these are not yet fully effective. Parents do not have regular opportunities to discuss progress, contribute to learning documents or share information from home.
p.3
Personal development, behaviour and welfare are inadequate
For a short time during the inspection, there were too many children and not enough adults present to meet the legal requirements. This has a potential to impact on children's care and how well their individual needs are met. On this occasion, children remained safe and the provider demonstrated an awareness of what needs to be done in order to prevent this from happening again. Children's health and welfare are not effectively promoted. Although cleaning rotas are in place, staff do not routinely check that handwashing supplies are readily available for children to use. Children have access to fresh drinking water throughout the day and enjoy balanced meals. They are encouraged to be independent and enjoy serving themselves during mealtimes. Children have opportunities to be physically active and access the outdoor area. However, children's welfare outdoors is compromised because equipment that is unsuitable is not removed by

staff prior to children using the area. Children show familiarity with the setting's routines and behave appropriately. Staff encourage children to use their manners and praise them during activities. This helps to support children's confidence and self-esteem.
p.4
Outcomes for children are inadequate
Activities often lack challenge and do not successfully motivate children to learn. Learning experiences are not organised to sustain children's involvement and concentration. Children's zeal and natural desire to explore and investigate independently are hindered as a result of the poor organisation. Their safety is compromised in many respects and they are not learning through positive staff practice. Children are not effectively supported to make good progress in their learning or to acquire the key skills required for future learning.
