children and young people since the most recent full inspection

This home was judged good at the full inspection. At this interim inspection Ofsted judge that it has sustained effectiveness .

p.2

children and young people since the most recent full inspection

Young people are settled and happy. They are supported by a caring staff team with a strong leader who is currently undertaking the registration process for registered manager. The result is a calm, welcoming atmosphere where staff are warm and loving towards young people giving them a sense of belonging. A young person said, ‘I want it to be my home forever.’ There have been no admissions or discharges of young people since the last inspection.

p.2

children and young people since the most recent full inspection

Each young person has a range of files and plans that are being streamlined to make them more accessible to staff and young people. Changes have taken place within the system and improvements are evident. As this process is not yet complete there are continued gaps in recording and in particular positive consequences are not recorded as regularly. Staff and young people confirm they do happen but they are not evident in files. The result is that when young people look back on their time in the home, their negative behaviour will be the overriding message.

p.2

children and young people since the most recent full inspection

Risk assessments are robust and now address potential hazards in the local community. This effectively provides a safe location for young people to live and undertake activities they enjoy such as going to the local park.

p.2

children and young people since the most recent full inspection

Young people attend suitable education provision with one young person attending residential school during the week. He is achieving well in education. The close planning and communication between the staff at both establishments has meant that progress is evident in all areas of his life. The resulting consistency is allowing growth of self-esteem and an ability to make positive choices in line with age and maturity. Not all young people attend regularly. Staff continue to support education in the home. This enables some learning to take place during school hours whilst making efforts to encourage young people to attend. The impact is that capable young people are not achieving in line with expected grades.

p.2

children and young people since the most recent full inspection

Contact is well supported by staff. Young people are encouraged to visit family and friends and see the importance of relationships in their life. This allows young people to find the level of contact that meets their needs yet sustains such relationships. This offers an opportunity to reflect on their life story and make positive decisions about their future. A parent said, ‘Staff are lovely.’

p.2

children and young people since the most recent full inspection

Episodes of going missing continue to reduce but remain a feature of one young person’s behaviour. Staff work well with partner agencies to ensure they are protected but the dangers presented in the community still prove a draw at times. Staff are consistent in their messages to them and this is allowing a change, albeit slow, to happen in the choices they make. A neighbourhood police initiative is assisting with training, and regular communications with staff ensure that th prevention strategies implemented are effective. A link officer said, ‘Staff are co- operative and caring.’

p.3

children and young people since the most recent full inspection

Restorative practice is a strong ethos of the home. Young people visit neighbours regularly if incidents may have disturbed them in any way. Young people write to staff in a reflective way following incidents and staff are learning the benefits of the approach promoted by the acting manager. A member of staff said, ‘The restorative work is very positive, the manager is very aware of how it works.’

p.3

children and young people since the most recent full inspection

Leadership and management are strong. Staff receive supervision regularly that allows for reflection and personalised support and training. This ensures the team feel valued enabling positive morale. This results in effective working relationships with partner agencies and proactive practice with young people. A member of staff said of the registered manager, ‘Heis very understanding and supportive. I’ve never experienced that elsewhere.’ The team are a mix of between experienced and new staff. Recruitment practice is robust and clear. Induction for staff is good and a range of training is in place before staff start their shadow shifts. This allows staff to have a level of understanding prior to the learning on the job. A member of staff said this gave her, insight and understanding, increasing her confidence when she started. The result is that staff are able to create positive relationships with young people as they ‘shadow’ more experienced colleagues.

p.3

children and young people since the most recent full inspection

The building is large and homely. Refurbishment is underway but responses continue to be slow when repairs or replacement are needed. This means the home continually appears to be a work in progress despite efforts by the registered manager to report issues. The outcome is that the home continually looks below standard.

Recommendations

To improve the quality and standards of care further the service should take account of the following recommendation(s):  Staff should provide a nurturing environment that is welcoming, supportive and provides appropriate boundaries in relation to their behaviour. In particular, that the refurbishment of communal areas should continue.(The Guide to the Quality Standards, page 15, paragraph 3.7)  Staff should be familiar with the home's policies on record keeping and understand the importance of careful, objective and clear recording. (The Guide to the Quality Standards, page 62, paragraph 14.4)  All staff in a care role, including external agency or bank staff, must have the qualification in regulation 32(4) within the relevant timescale listed in regulation 32 (5). (The Guide to Quality Standards, page 53 paragraph 10.12)

p.5

What the inspection judgements mean

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
