This provision requires improvement. It is not yet good because:
Staff do not ensure that a progress check is completed for all children aged between two and three years. The majority of reports that are completed lack purposeful detail and are not shared with parents. Staff keep a list of the names of children who attend each day, but they do not record all children's hours of attendance. This means that the daily attendance of children is not accurately documented and monitored. This is a breach of the requirements of the Early Years Foundation Stage and Childcare Register. The quality of teaching is variable. This means children do not always receive consistently good support to help them make the best progress in their learning.
p.1
It has the following strengths
Staff are caring, friendly and approachable, building good relationships with children. They sensitively meet children's individual care needs. Staff encourage children to have a go at tackling new challenges safely. For example, they closely support children when they balance and walk along logs and climb using ropes and ladders.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage the provider must:

ensure the progress check for children aged between two and three years is completed for all children and that the summaries contain a consistent quality of purposeful information to be shared with all parents 13/04/2016

To further improve the quality of the early years provision the provider should:

strengthen the quality of teaching to ensure staff consistently extend and make the most of learning opportunities so children benefit from exciting and challenging activities to help them make the best progress.
p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector completed joint observations with the manager and discussed these. The inspector held a meeting with the manager and spoke with staff. The inspector spoke to a selection of parents and took account of their views. The inspector looked at children's records and a range of other documentation, including policies, action plans and evidence of suitability.
p.2
Effectiveness of the leadership and management requires improvement
Safeguarding is effective. Staff have a sound understanding of child protection issues and know how to report any concerns regarding a child's welfare. Effective procedures are followed for the recruitment and induction of staff. However, not all records, such as daily attendance records, are effectively maintained for the rigorous management of the provision. The manager has started to address previous actions. Since the last inspection, some improvements have been made. There is now the correct number of suitably qualified staff in the setting. The manager has arranged and started a training programme to improve staff practice. However, this is not established enough yet to demonstrate a positive impact.
p.3
Quality of teaching, learning and assessment requires improvement
Staff use observations to assess the progress children make and to plan their next steps in learning. However, staff do not ensure all children have a progress check before they are three years old. Any progress checks that are completed for children aged between two and three years do not contain purposeful information and are not shared with parents to keep them well informed about their child's early developmental progress. Staff have a good understanding of children's learning needs. However, they do not use this knowledge consistently to extend learning opportunities for children. Activities are sometimes not reshaped well enough by staff and some learning opportunities are missed. For example, when children tell staff they are going shopping, staff do not use their teaching skills and wider resources to extend children's ideas and interests. Staff introduce some mathematical concepts. For example, children compare the weight of different items and

learn about concepts, such as heavy and light. Staff repeat names of different colours.
p.3
Personal development, behaviour and welfare require improvement
Staff are warm and caring. They provide a welcoming environment and offer a varied range of activities. They encourage children to try and serve themselves during mealtimes to help build their independence and confidence before moving on to school. Children have daily access to the outdoor area and are given free choices in their play, providing them with adequate chances to enjoy exercise and fresh air. They have opportunities to develop their physical skills as they enjoy climbing and manoeuvring in play cars. Behaviour is generally managed well. Staff encourage children to take turns and share resources. However, the prime areas of learning are not consistently promoted as well as they could be, due to the lack of purposeful information in the progress checks. Parents speak well of the friendly and helpful staff and manager.
p.3
Outcomes for children require improvement
Generally, children enjoy their play and are suitably engaged, but they are not routinely challenged by the activities on offer due to variable teaching skills. They have some opportunities to practise their early writing skills. Disabled children and those with special educational needs are supported well. Staff work well with other professionals and share information and strategies to help meet children's needs. Overall, children gain basic skills in readiness for their next stage in learning.
