Inspection activities
The inspector observed children playing and looked at the toys, resources and equipment available for children to use. The inspector looked at children's assessment records, planning documentation and evidence of suitability of household members. She looked at the provider's self- evaluation and a range of other documentation, including the safeguarding procedures. The inspector observed children present and carried out a joint observation with the childminder. The inspector had discussions with the childminder and her assistant at convenient times during the inspection.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are ineffective. Procedures to keep children safe are weak. The childminder has not identified the use of personal mobile phones as a safeguarding issue. Although the childminder knows what action to take in the event of a child protection concern, she has not ensured that her assistant is as well informed. The assistant does not know the correct procedures to follow when reporting such concerns. The childminder has not taken suitable action to address the weaknesses addressed at previous inspections. Her self-evaluation process is ineffective and does not identify weaknesses in her practice. Despite gaining a relevant childcare qualification since the last inspection, the childminder is not applying this knowledge in practice. This does not promote children's good learning and development. She has not yet established links with other providers to develop a shared and consistent approach to supporting children's
p.4
Quality of teaching, learning and assessment requires improvement
The quality of teaching is variable. The childminder has an adequate understanding about how to support children's learning. However, teaching is not consistently strong enough to precisely target the most pertinent next steps for individual children during the activities she provides. Nevertheless, the childminder follows children's interests and interacts positively as she plays alongside them. The childminder promotes the children's communication and language skills adequately. Older children enjoy mixing colours. The childminder asks a range of probing questions and encourages children to name a range of colours they can see within the environment.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in safeguarding mean that children's welfare is not assured. However, the childminder supports children's emotional well-being effectively. Children demonstrate positive behaviour as they are encouraged to share and take turns. They develop a sense of responsibility as they help to tidy up the playroom. The childminder praises them which helps to raise their self-esteem. She obtains some basic information from parents before children start. This focuses on getting to know children's interests and their routines. Children are developing some independence in the setting. They benefit from opportunities to attend different groups to develop their social skills. Children enjoy spending time in the fresh air every day as they walk to and from pre-school and school.
p.4
Outcomes for children require improvement
Children are not making good progress in their learning and development. They are acquiring some of the key skills they need in readiness for school. They are developing independence and self-care skills during daily routines and activities
