children and young people since the most recent full inspection
This home was judged Good at the full inspection. At this interim inspection Ofsted judge that it has declined in effectiveness .
p.2
children and young people since the most recent full inspection
Since the last inspection one young person has left. This was a planned transition. Two new young people have moved in. Whilst both of the young people were planned moves, the registered person has not ensured that there has been adequate consideration to the matching of young people within the home. Consequently, there has been a significant deterioration in the promotion of young people’s welfare and emotional well-being.
p.2
children and young people since the most recent full inspection
Young people do not make adequate progress. Whilst some young people are engaging with education, other young people are not. Young people say that they are not receiving enough opportunities to participate in activities and that they are bored. Some young people say that they are unhappy and describe having poor relationships with staff who they feel do not care for them. Young people lack routine and structure. For example, they do not eat meals together and they say they do not always know what staff will be working with them on a day-to-day basis. This impacts on their opportunities to take part in activities outside of the home.
p.2
children and young people since the most recent full inspection
The registered person does not promote young people’s emotional well-being. Young people do not have access to resources to support their emotional welfare. For example, some young people do not receive any input to help them overcome recent bereavements. There is a lack of follow up work with young people who say that they feel depressed. The registered person has not linked in with appropriate resources in order to provide support to young people with extreme views. Young people say that they do not feel the manager or staff listen to them or act on their complaints. The manager does not ensure that she manages young people’s complaints in line with the complaints process. This means that young people do not receive feedback about the issues they have raised.
p.2
children and young people since the most recent full inspection
Young people are not safe. Matching of young people is poor. Some young people are inappropriately placed with needs that do not meet the home’s statement of purpose. As a result, this places them and their peers at risk of harm. Risk management plans are weak and lack guidance as to how staff are to provide personalised care to young people which meets their needs; and which keeps them safe. Young people are not involved within their care planning. They do not have opportunity to have any input into their behaviour management plans or risk management plans. As a result, they are disengaged from their placements. The registered person has failed to ensure that there are robust risk management plans in place regarding young people’s contact with their families and friends. This has placed them at risk of harm. Staff do not adhere to basic risk management of young people, such as adequately supervising the young people. This has resulted
p.2

in significant safeguarding incidents occurring. Whilst the manager has appropriately referred these incidents to the local authority designated officer and police, some safeguarding allegations have not been referred appropriately or in a timely way. This leaves young people at potential risk of harm.
p.3
children and young people since the most recent full inspection
There has been an increase in significant incidents within the home, including occasions when young people have gone missing for considerable lengths of time. Staff do ensure that they follow the procedures and that they look for young people. Physical interventions are rare. On occasions, the police have attended the home due to concerns of young people and staff. The manager has not consistently notified Ofsted of these occasions.
p.3
children and young people since the most recent full inspection
Management oversight of staff practice is not robust. Young people’s concerns regarding staff practice are not managed through the appropriate procedures. Consequently, they are dealt with informally and the quality of staff practice is not robustly monitored. On occasions, there are not enough permanent staff members on shift who know the young people and their risks. This has resulted in safeguarding incidents. The staff team and manager lack the experience to be able to meet the needs of the young people, due to young people’s highly complex needs.
p.3
children and young people since the most recent full inspection
Since the last inspection, there is a new manager in post. She is currently in the process of becoming the registered manager. The manager is committed to the young people and staff say that they feel well supported by her. However, there has been a lack of senior management oversight and leadership in the home. This has resulted in the manager not receiving the guidance she needs to be able to adequately monitor staff practice; resulting in safeguarding incidents. The manager is in the process of building positive relationships with other professionals such as the local police and the local authority designated officer.
p.3
children and young people since the most recent full inspection
At the last inspection three requirements were raised relating to supporting young people’s independence skills and education; and ensuring that the statement of purpose is available to young people’s families. The manager has met these requirements. This inspection has raised twelve requirements.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.
p.7
Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
