This provision is inadequate
The managers have a poor understanding of their role and responsibility to protect children's welfare. They do not meet all the requirements of the Early Years Foundation Stage or the associated requirements of the Childcare Register. Recruitment procedures are not effective. The provider does not ensure that all staff have completed a Disclosure and Barring Service check, and allows unchecked adults to have unsupervised contact with children. This puts children's safety at risk. Staff lack a secure understanding of safeguarding policy and procedures. They do not always report their concerns immediately to the designated safeguarding person, complete required incident records adequately or adhere strictly to the provision's mobile phone policy. These weaknesses compromise children's safety and welfare. Staff do not always provide age-appropriate resources and alternative activities for children who choose not to take part in group sessions to meet children's needs.
p.1
This provision is inadequate
Staff do not obtain enough information about children when they start at the play scheme to fully meet their individual needs and interests. Self-evaluation is not used to identify weaknesses in safeguarding children's safety and their welfare or to target areas for improvement effectively.

It has the following strengths
Children are settled and happy. They develop good relationships with staff and each other.

p.2
Inspection activities
The inspector observed children's play and the interactions from staff. The inspector held discussions with the manager, the provider and staff. The inspector checked the documentation that the play scheme uses to support their practices. The inspector completed a short joint observation with the manager. The inspector talked to parents and read comments forms to obtain their views about the play scheme.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider's recruitment procedures are not adequate. Not all staff have completed a Disclosure and Barring Service check to verify their suitability, and these staff are allowed unsupervised contact with children. This puts children at risk. Staff have completed safeguarding training and are aware of the signs that may cause concern for a child. However, they do not always report their concerns immediately to the designated safeguarding person or ensure they complete incident reports thoroughly. Staff do not always follow the provision's mobile phone policy, which requires them to sign in and leave their mobile phone in the office. These weaknesses compromise children's welfare. Although the staff use self-evaluation processes, they do not use these effectively to identify the most important areas for improvement.
p.3
Quality of teaching, learning and assessment requires improvement
Children follow a timetabled activity programme, with a range of activities over the day. For example, they move around participating in yoga, art, music, drama and sport sessions. However, staff do not always ensure there are alternative age-appropriate resources for the younger children who choose not to take part in the group activities. This leads to some of these children losing interest and getting bored. Children particularly enjoy spending time playing outdoors. For example, they enjoy running around together in the fresh air and develop physical skills, such as when they learn to use the hula hoops. Parents receive feedback from staff about their children's day at the play scheme, and parents comment that they are very happy with the service provided. understanding of each child's uniqueness and interests.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is compromised. The provider has a poor understanding of the requirement to have secure recruitment procedures, and she has not identified the weaknesses in safeguarding children. Despite these breaches in requirements, children enjoy attending the play scheme. They chatter happily with one another as they arrive. They are settled and know the routines for arrival, including where to put their coats and packed lunches. Children's behaviour is good; they play well together and negotiate with their friends, building their social skills well. They show respect for others, for example, they hold doors open for the staff and friends. Children develop an awareness of a healthy lifestyle, for example, they take part in yoga. They learn about the effects of exercise on their bodies in a fun and relaxing way.
