This provision is inadequate
Leaders and managers do not have a sufficient understanding of the Early Years Foundation Stage. The provider has failed to notify Ofsted of a significant event and a number of requirements are not met. For example, there are weaknesses in the key person system, accidents are not recorded accurately and the nappy changing area is not suitable. Safeguarding is ineffective because staff do not have a clear understanding of their role and responsibility if child protection concerns arise. Leaders and managers do not check that staff continue to be suitable to look after children. Teaching is inadequate. Staff are not deployed well and do not use their observations to assess and plan for individual children's next steps in learning. Staff do not complete children's progress check at two years or provide parents with a short summary of their child's learning and development, to support early help and intervention.
p.1
This provision is inadequate
Staff do not promote children's communication and language skills sufficiently well, particularly those who need additional support. This includes those children who speak English as an additional language. The provider does not deal effectively with concerns raised by parents and has failed to respond in writing giving the outcome of any investigations carried out. Self-evaluation is not effective in identifying all areas for improvement. Leaders and managers are not effective in monitoring and improving staff practice. They do not provide staff with opportunities to develop their skills in order to support children’s learning and development.
p.1
It has the following strengths
Children enjoy fresh air and exercise during outdoor play, which promotes their health and well-being.

Inspection activities
The inspection was carried out following concerns raised about whether the provider meets the requirements of registration and provides quality provision for children. The inspectors held discussions with the provider, manager and staff at appropriate times during the day. One of the inspectors conducted a joint observation with the nursery manager. The inspectors observed the quality of teaching during activities indoors and outdoors to assess the impact on children's learning. The inspectors looked at planning documentation, children's learning records, the nursery’s self-evaluation, evidence of staff suitability and safeguarding policies and procedures. The inspectors took into account the views of staff, parents and children who were present on the day of the inspection.
p.4
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Leaders and managers do not have a clear understanding of their roles and responsibilities in following appropriate safeguarding procedures if they have a concern about a child. For example, the provider failed to notify Ofsted of a significant event and did not follow local safeguarding procedures in a timely way. The provider does not manage concerns raised by parents or communicate outcomes of investigations conducted. Leaders and managers have not checked if staff continue to be suitable to work with children. Although the provider has some written records of accidents and incidents, there are instances where pages have been torn out and detail is missing. This means parents are not accurately informed. An improvement plan is in place. However, this is not effective in identifying weaknesses, such as quality of teaching and promoting good outcomes for all children. Relationships with parents are variable. Staff do

not consistently promote continuity of care and learning between home and the nursery. They do not always gather the information they need to enable them to meet children’s individual needs.
p.5
Quality of teaching, learning and assessment is inadequate
Teaching and learning are poor. Staff do not plan and provide a wide range of play opportunities and activities, to sustain children’s interest and engagement. Staff do not consistently provide the appropriate level of support and interaction for children to be involved in or concentrate as they play. Staff do not promote children’s communication skills. For example, they do not create opportunities during activities to help children develop their language skills effectively. There are significant periods of time when some younger children wander around with little to do and experience no interaction from an adult. At other times, older children become disruptive and have short outbursts as they are not engaged. Staff do not observe children to find out what they know and can do in order to plan for what children need to do next. Parents are not encouraged to contribute to their children’s learning at home or at the nursery. This does not support children to

make good progress. Links with local schools are not established to support transitions.
p.5
Personal development, behaviour and welfare are inadequate
Staff do not understand children’s individual needs sufficiently well and they do not form secure relationships. For example, children’s personal care needs are focused around managing nursery routines rather than offering continuity of care by their key person. The nappy changing area is not suitable. This is because the area lacks sufficient space which means children are squashed and their legs hang over the edge. As a result, this does not promote their comfort and well-being. In general, some children show they understand right from wrong as staff intervene when minor disputes occur. They help children to understand the importance of sharing. Lunch time is an opportunity for children to develop their social skills as they sit and talk with their friends. Children enjoy their meal in a calm and relaxed atmosphere. Older children develop their independence skills, as they serve their own food. Younger children go to the serving table when they want more. They also

develop their physical skills as they negotiate space during ‘soft play’ and when using push along toys.
p.5
Outcomes for children are inadequate
The quality of teaching is poor and does not promote good outcomes for children across all areas of learning. For example, when children show interest in letters and numbers, staff do not support or extend their learning. Staff do not identify when children may need additional support. As a result, children are not prepared well enough for the next stage in their learning.
