This provision is inadequate
The childminder has a poor understanding of the Early Years Foundation Stage. She does not understand how to promote children's learning. This results in ineffective teaching that is not matched to the children's individual needs. The childminder does not yet assess children's learning needs and plan for their next steps in learning. This hinders children from making best possible progress in their learning and development. Links with parents are not strong enough to ensure children's individual needs are identified and met. The childminder does not yet evaluate the quality of her provision. She is not able to identify key areas for development in her practice to improve her service and achieve better outcomes for children. Children's learning is often disrupted due to background noise. The television is left on constantly even when the children show limited interest. Children are not always supported in taking on responsibilities in everyday tasks and

building upon their independent learning.
p.1
It has the following strengths
The childminder effectively promotes children's safety. She implements suitable policies and procedures to ensure children remain safe while in her care. Children develop affectionate relationships with the childminder who is warm and caring towards them.

p.2
Inspection activities
The inspector observed teaching and learning activities indoors. The inspector carried out a joint evaluation of an activity with the childminder. The inspector looked at a sample of procedures and discussed children's learning and development. The inspector discussed the childminder's self-evaluation. The inspector spoke with the childminder and the children at appropriate times during the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The childminder does not fully understand the statutory requirements. She has a poor understanding of the learning and development requirements, which has a significant impact on the progress the children are making. The childminder has not identified weaknesses in her practice. She has not yet explored further training to update her knowledge on the learning and development requirements to enable children to make best progress. The childminder does not monitor her practice. Self-evaluation is not used to identify strengths and weaknesses to make improvements to her provision. Arrangements for safeguarding are effective. The childminder demonstrates appropriate knowledge and understanding of the signs and symptoms of abuse and knows what to do if she has a concern. She is qualified to carry out minor first-aid procedures.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder's weak understanding of the learning and development requirements does not enable her to plan purposeful activities. Any activities that she does provide are generally mundane. They do not stimulate or engage children and are often not tailored to the child's individual learning needs. The childminder is not making accurate assessments of children's learning. Next steps are not being identified, in order for the children to make progress in their learning and teaching, which are ineffective. The childminder shares some information with parents. However, this is primarily focused on children's care and well-being. The childminder has not implemented effective procedures to share information with parents about children's individual progress towards their early learning goals. This does not support continuity of learning for children.
p.3
Personal development, behaviour and welfare are inadequate
The childminder is not promoting children's independence consistently. Children are not fully supported in managing their own personal needs or encouraged to become independent learners. The childminder often asks children that are more able if they would like a drink and pours this for them. She does not consider the impact of constant background noise on children's ability to concentrate, learn and enjoy their activities. The learning environment is not stimulating and children do not have access to a suitable range of toys and resources to promote their engagement. However, the childminder provides children with several settling-in sessions to help them to quickly make secure attachments. Children are confident; they ask the childminder for help and talk to visitors. The childminder reinforces good manners during play and teaches children to respect and show tolerance for each other. Children demonstrate positive behaviour. They are
p.3
Outcomes for children are inadequate
Children are not well prepared for school or their next stage in learning. Children's individual starting points are not identified and progress is not being measured. They are not developing the necessary skills and attitudes to support their future learning. Children do not have opportunities to make progress because the childminder does not have an adequate understanding of how children learn and develop.
