This provision is inadequate
The childminder does not have sufficient knowledge and understanding of her responsibility to take swift and appropriate action to safeguard children in the event of concerns about their welfare. She is not alert to issues affecting children's emotional well-being which may be indicated through their play and conversation. The premises are not maintained in a safe and suitable condition to promote children's health and safety. The childminder does not identify and minimise all risks and hazards present in the property. There is also evidence of mould growing in several areas of the childminder's home. These issues have been raised at a previous inspection. The childminder is not aware of when and how she must complete a progress check for children aged between two and three years. She is not aware of providing parents with a written summary of this assessment. The quality of teaching is poor. The activities provided by the childminder are not

stimulating enough to capture children's interests. This has a negative effect on children's behaviour as they become bored and disinterested.

Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector completed a joint observation with the childminder. The inspector checked evidence of the suitability of all household members and the qualifications of the childminder. The inspector spoke with the childminder and children at appropriate times throughout the inspection. The inspector viewed a selection of documentation, including the childminder's policies and procedures and records of children's learning. The inspector took account of the views of parents in the form of written feedback.
p.3
Effectiveness of the leadership and management is inadequate
The childminder has not adequately evaluated her practice to identify serious weaknesses. The arrangements for safeguarding are not effective. The childminder is not aware of all of the legal requirements that she must meet. She has failed to follow the required procedures to safeguard children. The childminder does not have sufficient knowledge about her role in keeping children safe and protecting them from harm. She does not know when it is suitable to make referrals to other agencies so that children are kept safe. She is not aware of noting all possible concerns that may arise when observing children's play and listening to what they say. The childminder does not plan ways to extend her knowledge and understanding appropriately to allow her to improve the quality of her care and teaching effectively.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not recognise when children may need additional help from other agencies to support their well-being. Their ability to learn is significantly affected by this failing. Although the childminder plans activities aimed at helping children to learn and develop, she does not adjust her teaching appropriately for the age and stage of development of each child and they often disengage. Sometimes children cannot develop their concentration well as they distract each other from their learning activities. During the inspection, the childminder read a book and children disturbed the activity by raising their feet and kicking them on the book. The childminder gains some very basic information about children's prior learning from parents and other settings that children have attended when children first start. This helps her to make some appropriate assessment of where children are at in their development. Children are able to develop

their large muscles when the childminder takes them on outings to use the large play equipment at local parks. However, at her home the childminder does not provide a wide enough range of choices in the resources she provides for children. Children are often not motivated or engaged in their learning.
p.4
Personal development, behaviour and welfare are inadequate
Serious weaknesses in the childminder's practice to safeguard children have a very negative impact on their safety and welfare. The physical environment that the childminder provides is not suitable for use by young children. The childminder does not adequately identify and manage all risks and hazards to children. She has failed to address the presence of mould seen on a number of window frames in the property. There is a strong musty smell in many of the rooms that children play in for prolonged periods, posing a risk to their health. A table in the living room has rough wooden legs which pose a splinter hazard. There are broken tiles and a loose bath panel in the bathroom, posing further risks to children. The childminder has not suitably supported children with their personal care needs, such as toilet training, to promote their health and well-being and the development of their own skills in managing their personal hygiene. The childminder

provides a limited range of age-appropriate toys for children to play with. Children enjoy some of their activities for brief periods and can make some choices during play from the resources made available to them. The childminder encourages them to take turns when they want to play with the same toy. The childminder settles children in gradually when they first attend, helping to develop their attachment to her over time.
p.4
Outcomes for children are inadequate
The childminder has failed to recognise, consider and address the impact that significant events that occur in children's lives have upon their social and emotional development. Children's emotional security is not adequately supported to enable them to make suitable progress in their learning. Children do not develop a keen interest and enthusiasm for learning as a result of the lack of suitable stimulation provided. They do not develop essential skills in concentration to prepare them for school.
