This provision is inadequate
Senior managers have failed to ensure that at least one member of staff who has an appropriate first-aid certificate is on the premises at all times when children are present. Risk assessment is ineffective. This is because the staff do not identify and minimise all hazards to children throughout the day. Staff do not accurately assess children's development and use the information to plan purposeful play for each child's individual needs. Children are not provided with suitably challenging learning experiences and their progress is hindered. Senior managers do not effectively monitor the quality of the teaching practice. Staff do not receive effective supervision, training or coaching to help improve their performance.
p.1
It has the following strengths
Staff work well in partnership with other professionals when additional support is needed for individual children. The environment is bright, welcoming and well resourced. Children are generally happy and enjoy their time at the nursery. Partnerships with parents are well established. They are very complimentary about the nursery and feel the staff are approachable and supportive of children's care and learning needs.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

Inspection activities
The inspectors observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspectors completed a joint observation with the early years professional. The inspectors held a meeting with the nursery manager, provider and early years professional. They looked at relevant documentation, such as the nursery's self- evaluation and evidence of the suitability of staff working in the nursery. The inspectors spoke to a small selection of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
Senior managers have a weak understanding of the Early Years Foundation Stage requirements. The arrangements for safeguarding are not effective. Staff are not diligent in carrying out risk assessments and do not consistently recognise and remove items that are a hazard to children's safety. This means that, for example, small items that are a potential choking hazard are accessible to children. Staff have completed child resuscitation training. However, there is only one member of staff with a paediatric first- aid qualification and this person is not present in the nursery at all times. Staff demonstrate a suitable understanding of how to report and respond to child protection concerns. Extra staff are assigned to rooms in line with the needs of children. Staff are well qualified. However, senior managers do not monitor and evaluate the quality of teaching practice. They do not carry out supervision meetings to review staff performance.
p.3
Effectiveness of the leadership and management is inadequate
Staff do not receive the most relevant coaching or support to ensure they are equipped with the skills they need to provide good quality learning and development experiences for children.
p.3
Quality of teaching, learning and assessment is inadequate
Staff do not have secure knowledge of the learning and development requirements of the Early Years Foundation Stage. Childcare staff are enthusiastic and motivated. Some interact with children in a manner that encourages incidental learning. However, observations and assessments of children's learning do not accurately identify their level of achievement. Planning is often done retrospectively. It is not informed by assessment and is not linked to the most relevant stage of individual children's learning. Too much focus is placed on what staff already know children can do well. Staff often supervise children, rather than extend and challenge them to make better progress in their learning.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding have a negative impact on children's safety and well-being. Children's behaviour is managed appropriately and they are well behaved. Children learn about the wider world. They are taught about the similarities and differences between themselves and others. They have opportunities for physical activity in the outdoor area. Staff adequately support children to learn how to manage their own personal needs. Children develop close relationships with some staff. Babies are cuddled when being given their bottle feed. Staff sensitively manage children's move between the rooms within the nursery.
p.3
Outcomes for children are inadequate
Most children are confident and are developing their social skills. Older children are making friends and playing cooperatively together. However, children are not making enough progress from their starting points. This includes disabled children and those with special educational needs, funded children and those who speak English as an additional language. Children are not fully prepared for the move to school.
