This provision is inadequate
Safeguarding practice is weak. Staff are not aware of the procedures to follow if an allegation is made against a member of staff or if they have a concern about a senior member of the team. In addition, the owner has not considered the safe use of electronic devices that connect to the internet. Children's hours of attendance and the names of each child's key person are not accurately recorded. The manager does not ensure that there are always sufficient staff to care for children aged two. Staff fail to minimise potential hazards when children go to sleep. The quality of teaching is variable, specifically when children access the outdoor area. Some staff focus too much on merely supervising children and do not plan effectively for challenging and extending children's learning through adult interaction. Staff do not complete the progress check for children between the ages of two and three years.
p.1
This provision is inadequate
Children do not have access to fresh drinking water at all times. Supervision of staff is in its infancy and does not focus on enhancing the quality of teaching to a higher level or identifying weaknesses in practice. The manager has yet to embed systems to monitor the progress of specific groups of children.
p.1
It has the following strengths
Partnerships with parents, local schools and outside agencies are secure.

Inspection activities
The inspector undertook a tour of the premises. The inspector spoke to members of staff and children at appropriate times during the inspection. The inspector observed children and staff during a range of activities in the indoor and outdoor areas. The inspector conducted a joint observation with the deputy manager. The inspector held discussions with the deputy manager and the manager. The inspector looked at relevant documentation, including planning, observations and assessment records. She also looked at a range of policies, evidence of the suitability of staff and first-aid qualifications.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. Management and staff have a some understanding of child protection issues. However, staff are unsure of the correct procedure to follow or where to find the relevant information if they have a concern about a colleague or if an allegation is made against a member of staff. In addition, daily registers are not always completed accurately and names of children's key persons are not recorded, which compromises children's safety and well-being. Furthermore, the manager does not always ensure staffing ratios for children aged two meet the legal requirements. The manager and staff are aware of how to ensure the safe use of mobile phones and cameras in the nursery. However, the manager has not yet fully considered her responsibility in minimising potential risks to children when staff use electronic devices that can connect to the internet. Staff undertake mandatory training, such as first aid and

have discussed with the manager future training needs. The deputy manager has recently introduced supervision sessions for staff but these are not yet effective in supporting improvement in staff practice. In addition, the deputy manager has started to monitor the progress of groups of children. However, she has not analysed the progress children are making in their learning. As a result, she is not able to identify any groups of children that require extra support and she is not able to identify any common areas where children are making least progress.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not use their qualifications and knowledge consistently. They provide a varied range of activities to promote children's learning and development in all areas. Systems for observation, planning and assessment are in place. Staff question children during child-led activities, which encourages children to work problems out for themselves as they play. However, when children access the outdoor area staff take on a supervisory role and do not plan purposeful play activities or join in with children's play, to enhance their learning. Staff support children's early literacy skills reasonably well and children have access to a selection of resources. Parents are suitably involved in their children's learning. Staff talk to them each day and discuss individual children's achievements. However, staff do not complete the progress check for children between the ages of two and three years. This means that parents are unable to share information with their health visitor to promote
p.4
Personal development, behaviour and welfare are inadequate
Caring and understanding staff help children to settle and play happily. Staff encourage children to take regular exercise and to enjoy daily nutritious snacks. However, children are only provided with drinks at specific meal and snack times and do not have access to fresh drinking water at all times. This has a negative impact on children's health and well- being. Risk assessments are in place for indoors and the garden. However, staff do not always make stringent, routine safety checks to ensure that all areas they use are suitable and remain safe for children. For example, when children lay down to sleep, staff position children behind fire doors which open directly on to sleeping children, from internal corridors. This means that staff are putting children at risk of harm. Children behave well. They help to tidy up the toys and share resources with their friends. This promotes some of the skills they need for when they move on to school.
p.4
Outcomes for children are inadequate
Older children are prepared with some of the skills for their move to school. Some of the younger children do not make adequate progress given their starting points and achievement gaps are not being identified and narrowed. This means that all children's individual learning needs are not met.
