This provision is inadequate

 The childminder fails to supervise children at all times and this significantly compromises their health and safety. For example, she leaves children unaccompanied in the car and allows them to travel on their own in a car with an unvetted adult.  The childminder lacks knowledge and understanding of the learning and development requirements. She has not met any of the actions set at the last inspection. For example, she is unable to identify the areas of learning or know how to plan effectively to help children reach the next stage in their development.  The childminder does not ensure that records are available for all children being looked after on the premises. Consequently, detailed information about some children's care needs is not readily available.  The childminder does not manage children's behaviour consistently well. This means children are unsure of what is expected of them.  The childminder does not carry out accurate assessments of children's learning. As a

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has failed to ensure statutory requirements are met despite being issued with a Welfare Requirements Notice and Notices to Improve in September 2015. Despite recently attending a safeguarding training course, the childminder has a limited understanding of the signs that indicate a child may be at risk of harm or the procedures to follow if she has concerns. Although written risk assessments are in place for transporting children in her vehicle, the childminder leaves younger children unsupervised in the car while she collects older children from school. This places children at significant risk. Furthermore, she allows children to travel on their own unsupervised in her friend's car. This compromises children's safety as this person has not completed checks to determine her suitability. The childminder has not gained all the information she needs from parents about children’s care or health needs. This means she

is not able to meet the needs of all children effectively. The childminder's self-evaluation of her own practice is weak and actions from the previous inspection have not been met. As a result, there has been insufficient impact on improving children's learning experiences.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a very limited understanding of the learning and development requirements. As a result, the quality of teaching is inadequate. Although the childminder has a selection of toys and resources that children can access throughout the day, her limited knowledge of the areas of learning, means that she is unable to plan activities effectively to help children reach the next stage in their development. The childminder does not promote children's communication and language skills sufficiently well. For example, she does not ask children questions to develop their thinking or extend their vocabulary as they play. Some books provided to children are torn which limits their awareness of print and enjoyment of stories. Since the last inspection, the childminder has made little improvement to develop her knowledge of how to observe and assess children’s learning. Although she completes some observations of children, she is unable

to link these to the different areas of learning or identify gaps in their development. Furthermore, when new children start at the setting, the childminder does not find out about children's abilities from their parents, so is unable build on what children know and can do already. She does not complete the required progress checks for children aged two to three years. This means she does not have a clear picture of children's progress and is unable to support their continuous development effectively.

p.4

Personal development, behaviour and welfare are inadequate

Children are familiar with the daily routine and make some choices about their play. The childminder takes children to preschool groups which have a positive impact on children's confidence and their motivation to learn. She is attentive and responds quickly to support children if they are upset. This helps children to form secure emotional attachments with the childminder. The childminder has developed positive partnerships with parents. Children generally behave well and respond to positive praise from the childminder. However, the childminder has a limited understanding of how to manage children's behaviour when disputes between children arise. She has not managed to sustain improvement as a result of a previous Welfare Requirements Notice that was issued to address this area of weakness. As a result, strategies used to manage behaviour are weak and inconsistent. For example, during a dispute, the childminder will call the children's

names to get their attention, but give no explanation of what she expects of them. On other occasions she counts to three or asks children to sit on a chair for a few minutes. This gives children mixed messages and does not help them to understand what is needed and why. Children have inconsistent opportunities to learn about healthy lifestyles. Although the childminder provides healthy meals at lunchtimes, some snacks provided for children are unhealthy, consisting of chocolate bars or crisps. This does not help children understand how to be healthy.

p.5

Outcomes for children are inadequate

Significant breaches of requirements mean that children's overall, health, safety and well- being are compromised. The impact of teaching on children’s progress is not good enough. The childminder does not consistently assess or monitor the progress of all children. As a result, children are not prepared well or equipped with the key skills they need when it is time to move onto school.
