This provision requires improvement. It is not yet good because:
The provider has failed to notify Ofsted of new committee members associated with the pre-school. Overall, staff receive good support from the manager and committee in their professional development. However, systems for encouraging staff to share good practice and strengthen their teaching skills further are not fully successful. Although staff gather initial information from parents about their children's routine and care needs, they do not seek sufficient detail about what children know and can do when they start.
p.1
It has the following strengths
The quality of teaching is consistently good. Staff plan activities and experiences to support individual children's next steps in learning. Children are enthusiastic and engaged in their play. They make good progress in their learning and development. The manager has effective systems in place to review the provision for children and their progress towards achieving their early learning goals. She ensures all children, including those for whom the pre-school receives additional funding, are given the appropriate levels of support to promote their good progress. The key-person system is effective. Staff establish strong, respectful attachments with children, who demonstrate that they feel safe and secure in their care. Children's behaviour is extremely good. They demonstrate high levels of self-control and are beginning to form friendships with their peers.

What the setting needs to do to improve further
To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

To further improve the quality of the early years provision the provider should:

strengthen the arrangements for staff's ongoing professional development, in order to share good practice and enhance the quality of teaching to an outstanding level gather more detailed information from parents about what children know and can already do when they first start attending, in order to promptly plan for their precise next steps in learning.
p.2
Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector completed a joint observation with the pre-school manager. The inspector held a meeting with the pre-school manager and provider. She spoke to staff and children at appropriate times during the inspection. The inspector looked at relevant documentation, such as the pre-school's self- evaluation and evidence of the suitability of staff working in the pre-school and of committee members. The inspector spoke to a small number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management requires improvement
The provider has failed to notify Ofsted of new committee members associated with the pre-school. This means Ofsted has not been able to carry out required checks, to ensure that the registered body is made up of individuals who are suitable to be involved in childcare. However, this does not have a significant impact on children's safety or welfare as committee members do not have contact with children. In addition, they are not party to confidential information about children and their families. The manager and staff have a sound understanding of their responsibilities, and have made good progress in addressing concerns raised at the last inspection. The arrangements for safeguarding are effective. Staff understand their responsibility to protect children and what to do should they have any concerns regarding a child's welfare. Recruitment and induction procedures are robust and ensure that adults who work with children are suitable to do so. Staff are well

qualified and make the most of training opportunities to develop their practice.
p.3
Quality of teaching, learning and assessment is good
Staff plan challenging and stimulating activities which reflect children's emerging interests and stages of development. Staff regularly assess children's progress and share this information with parents. Staff now place a sharp focus on ensuring that interactions with children make the most of opportunities to extend their learning. Children investigate size and capacity, as they play with different-sized plastic eggs and staff skilfully incorporate mathematical concepts and vocabulary into the activity. Children demonstrate an understanding of one more than and one less than. Staff support children's emerging interest in measurement as they build towers outside. They link measurements to children's heights to support their understanding. Parents are wholly positive about the pre-school. They feel they are fully informed and involved in their children's learning.
p.3
Personal development, behaviour and welfare require improvement
Weaknesses in leadership and management mean arrangements to promote children's welfare require improvement. Even so, other aspects of children's well-being are effectively promoted. Staff ensure settling-in arrangements are flexible to meet individual children's needs. Children are confident, relaxed and eager to participate in the day's events, settling quickly to their choice of activity on arrival. They separate easily from their parents. Children enthusiastically ask to help with preparing fruit for a snack, learning how to safely handle knives and making a positive contribution to the pre-school. They investigate a wide range of vegetables as part of their greengrocer role play. Staff talk to children about the impact of eating healthy foods on their bodies. Children especially enjoy the large outdoor area where there is space for more vigorous activities.
p.3
Outcomes for children are good
All children are working at typical, or better than expected, levels of development. They are active learners who show respect for each other. Friendships are flourishing and children seek each other out to share experiences. Children are acquiring good skills and positive attitudes to support their move on to school. Older children are beginning to write their names. They are independent in their self-care and hygiene needs.
