children and young people since the most recent full inspection

The home has been a stable environment since the last inspection, with just one new admission in June on an emergency basis. This stability has enabled young people to develop their abilities and well-being. Admissions paperwork links well with their current placement plan, giving staff a good awareness of young people’s needs and how these are to be responded to. Young people are involved with the development of their own placement plans through attending reviews. An independent reviewing officer states that ‘(the young person) has been made to feel secure to express himself and share his views.’ The home’s own review reports give a good assessment of how young people have developed while at the home, while putting forwards action points for the future. Relationships between young people and staff are strong. Staff have a good awareness of the differing needs of the young people through placement planning

and effective key working meetings. Regular house meetings keep all up to date with planning activities and developing menus. Contact arrangements form part of placement planning, being arranged from the point of their admission. There develop in response to the wishes of the young people and their families, ensuring that they are a positive experience for all. The lack of contact information was the only recommendation set at the last inspection and this has been met. Good systems are in place to assess young people’s independence skills and highlight areas where they require additional support. Records show that one young person is not succeeding and needs input from the staff team to ensure that they are receiving a balanced diet. All young people attend educational placements on a full time basis and achieving in the development of their skills, either academic or practical. For some this is a major step forwards in their educational career. Staff support educational

placements through sharing information and recently attending a careers evening to gain additional information about different future options. Young people enjoy a good range of activities, including recent trips to Blackpool and Warwick castle. Attendance at a local youth club has helped to develop their confidence and self-esteem. Effective monitoring systems are in place that help to guide the management in developing the home further. Independent visitors ensure that they talk to young people, staff and professionals, developing a clear picture of the way the home works. Action points from these are swiftly responded to. Internal monitoring is detailed and three monthly summaries examine positive aspects of the care provided, as well as areas for improvement that forms part of an action plan. Young people are kept safe through a staff team that knows how to respond to concerning incidents and behaviours. Complaints are rare and acted upon well,

with a clear chronology of the home’s response. Restraints are rare and when used are fully recorded, being used only as a last resort. Incident reports link to these to ensure that young people are spoken to about the event in an attempt to decrease the need for similar interventions. No child protection or missing persons events have occurred since the last inspection, further highlighting the stability of the home. The staff work well with a range of professionals linked with positive outcomes for the young people. Health records show that regular visits are completed with health professionals. Police visit the home on a regular basis. A social worker recently completed a questionnaire stating that ‘the care provided is of a high standard.’

Recommendations

To improve the quality and standards of care further the service should take account of the following recommendation(s):  ensure staff help each child to prepare for any moves from the home, whether they are returning home, moving to another placement or adult care, or to live independently (Guide to the Quality Standards Page 17 Paragraph 3.27)

p.5

What the inspection judgements mean

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
