This provision is inadequate
The childminder has a weak understanding of her safeguarding responsibilities. She is not clear about the importance of taking timely action to report any concerns about a child's welfare. This is also a breach of a Childcare Register requirement. The childminder has a poor understanding of the learning and development requirements and areas of learning. Her teaching skills are weak and children do not make the progress they should. Children's progress in their communication and language development is particularly poor. The childminder does not play and interact purposefully with the children to support their development. She does not plan activities that target the areas that children need the most support in, to help them catch up when they are behind in their learning. The childminder does not liaise with parents sufficiently regarding their children's learning and development. Parents are not given information about the Early Years

This provision is inadequate
Foundation Stage or encouraged to share information about children's learning at home. The childminder does not evaluate her practice. She fails to identify aspects of her provision that require improvement. She is in breach of several requirements of the Early Years Foundation Stage, and also the Childcare Register.
p.1
It has the following strengths
The childminder takes children to activity groups where they have some opportunities to be creative; for example, they join in arts and crafts, and music activities.

p.2
Inspection activities
The inspector observed activities provided and assessed the support for children's learning. She discussed the children's development with the childminder. The inspector discussed the childminder's management of her provision, including safeguarding arrangements, at appropriate times throughout the inspection. The inspector sampled documentation, including the childminder's first aid certificate, and discussed her policies and procedures.
p.2
Effectiveness of the leadership and management is inadequate
The childminder has failed to keep her knowledge and understanding of statutory requirements up to date. She does not observe or assess children's progress or monitor this for any gaps in children's learning. She fails to deliver play opportunities that interest children, and help them to make progress. The childminder does not complete any form of self-evaluation or access training to support her professional development. This means she does not identify or tackle areas that require improvement. Safeguarding is ineffective. The childminder does not have an up-to-date awareness of safeguarding matters and how to respond in the event of concerns. This puts children at risk.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not purposefully engage with children in a way that supports their learning. Her interactions fail to motivate children and extend their learning. She often over directs children's play and does not take account of children's abilities. Activities offered do not challenge or inspire children. The childminder does not make use of appropriate techniques to promote effective communication and language development for all children, including those who show a delay in their communication or who are learning English as an additional language. Partnerships with parents are underdeveloped. The childminder does not give parents a clear picture of their children's development, including where they are doing less well in their learning. She does not seek to gather useful information from parents regarding their children's learning at home.
p.3
Personal development, behaviour and welfare are inadequate
The childminder's weak understanding of safeguarding procedures compromises children's welfare. She fails to interact positively with the children to promote active learning and foster their personal development. Children's needs are met to a basic level. Children have opportunities to rest according to their needs and enjoy physical play in the childminder's garden or local parks. Children's behaviour is managed appropriately.
p.3
Outcomes for children are inadequate
Children are not working within the range of development typical for their age. Teaching does not support young children to develop their communication skills sufficiently. Children are not well prepared for their next stage of learning and school.
