This provision is outstanding

 The highly motivated manager leads the staff expertly. The staff work exceptionally well together, providing a safe, happy and inspiring learning experience for every child.  Children form exceptionally warm, affectionate and secure emotional attachments with the staff who are attentive to meeting each child's personal needs.  The environments are vibrant and stimulating, and offer children a wealth of rich learning experiences. Children explore, discover and expand their imaginations.  The partnerships with parents are exceptional. The parents are fully involved in their children's learning. They are full of praise for the manager and her staff.  The manager continuously reflects on how the pre-school can enhance its excellent service. Accurate evaluation includes parents' and children's views, and those of staff.  The tracking of children's progress is precise and highly comprehensive. All children,

make consistently high rates of progress. Staff thoughtfully formulate personalised actions plans with measurable aims and review dates, to address identified gaps in children's learning.  Children's behaviour is exemplary. They are exceptionally polite and respectful to each other. They are caring and considerate to each other, and share their resources.

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

 increase opportunities for children to access a wide range of technology resources in their play.

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector sampled a range of documents, including children's learning journals, the suitability of staff to work with children, policies and procedures.  The inspector held discussions with the owner/manager, staff and children at times convenient to them during the inspection.  The inspector spoke with a small group of parents and considered their views.  The inspector completed a joint observation with the owner/manager.

p.2

Effectiveness of the leadership and management is outstanding

The manager has an excellent understanding of her role and responsibilities. Safeguarding is effective. Arrangements for the recruitment, vetting and professional development of the staff lead to very high levels of consistent practice. An extremely effective system for the analysis of assessment information means that staff identify and meet children's learning needs quickly. Precise self-evaluation leads to ongoing improvements. For example, the manager has recognised the benefits of enhancing the excellent partnerships with parents further by extending their involvement in, and understanding of, children's learning and development.

p.3

Quality of teaching, learning and assessment is outstanding

Staff use their expertise to promote children's development and have the highest expectations of what the children can achieve. For example, during a music activity, the manager develops children's understanding of pitch and tone. This supports them in developing both their listening and language skills. Staff consistently seek and take account of parents' views about their children's abilities. They use these skilfully to identify and plan for the children's next steps for learning. All children are eager to investigate the many high-quality experiences on offer inside and outdoors. However, staff do not always provide children with opportunities to use technology resources easily. Staff provide children with many opportunities to write and draw with purpose. For example, they write their own name cards competently to register their daily attendance.

p.3

Personal development, behaviour and welfare are outstanding

Children are extremely happy and confident. Parents provide detailed information about their children's needs when children start. This knowledge helps staff to form strong relationships and get to know the children quickly. Children behave exceptionally well. Older children show good manners and are excellent role models to the younger children. Staff are excellent at encouraging children to be active and curious learners. For example, children display significantly high levels of involvement in their play. Children develop their physical skills extremely well. For example, children energetically run, jump and balance in the stimulating outdoor area. Children are extremely confident and proficient in managing their personal care in readiness for school.

p.3

Outcomes for children are outstanding

All groups of children, including those in receipt of funded education, make consistently high rates of progress from their starting-point assessment. Children understand the purpose of writing and are very attentive listeners to the staff and to each other. They contribute to their own learning files and understand how they are progressing.
