p.1

This provision is inadequate

 The childminder has taken insufficient action to improve safeguarding practice since the last inspection. She fails to protect children from adults who are not suitably vetted and does not consider the safe use of mobile phones in her setting.  The childminder and her assistants are not clear of their safeguarding responsibilities. Children's welfare is not effectively safeguarded.  The childminder does not ensure that assistants who often work unsupervised hold a valid first-aid qualification, as required. Assistants do not receive sufficient support to understand their role and improve their skills.  Not all required documents are available for inspection. Attendance records do not include the times children arrive and leave the setting.  Children's health is not adequately promoted. Children do not learn about effective hygiene routines. Fresh drinking water is not available for them to access at all times.

p.1

 The quality of teaching requires improvement. Planning does not regularly build on individual children’s knowledge and abilities to help them make better progress and improve their readiness for school.  The childminder does not meet all the Childcare Register requirements.

p.1

It has the following strengths

 The childminder and her assistants have effective relationships with children, parents and the other settings that children attend. This helps to promote continuity of care.

p.1

What the setting needs to do to improve further

p.2

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not check the suitability of all adults who work on the premises, including domestic staff. Unvetted individuals have unsupervised access to the home. The childminder cannot be sure that these persons do not enter areas where children are present, such as when children are sleeping. The childminder does not understand why she needs a mobile phone and camera policy to help ensure children are safeguarded. The childminder's safeguarding awareness is weak and she does not ensure staff have a thorough understanding of child protection procedures. Assistants working alone with children do not have a valid paediatric first-aid qualification to treat children's accidents appropriately, which compromises children's safety. The childminder does not make sure that the first-aid box is adequately stocked or effectively deployed to ensure children can be treated quickly in the event of an accident.

p.4

Effectiveness of the leadership and management is inadequate

The training offered by the childminder to assistants and monitoring of their practice does not help them improve their teaching and care skills.

p.4

Quality of teaching, learning and assessment requires improvement

The childminder carries out assessments of children's progress across all areas of learning and development. Children generally make steady progress but the childminder does not always use her knowledge of their abilities and interests to provide suitable experiences to help children make good progress. Children enjoy exploring the garden, pushing prams and using bikes. Younger children are encouraged to walk with support. Children have sufficient opportunities to interact with others. The childminder and her assistants model effective use of language and listening skills, and help children to extend their vocabulary.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare and safety is put at risk because the childminder does not implement effective safeguarding measures. The childminder and her assistants promote children's positive behaviour. Children receive praise and are encouraged to use good manners and to play together. Children generally behave well. The childminder provides healthy food for children but does not ensure fresh drinking water is available at all times, as required. The childminder does not do enough to teach children how to keep themselves healthy or fully promote their independence in preparation for going to nursery or school.

p.4

Outcomes for children require improvement

Most children make steady progress in relation to their initial starting points, but they are not actively encouraged to develop the skills they will need for future learning and school.
