children and young people since the most recent full inspection
The registered manager of this service left at the end of February 2016. A new manager started in post after a handover. The new manager is in the process of submitting her application to be registered manager of the home to Ofsted. The new manager is developing an understanding of the strengths and weaknesses of the home. She is using established internal and external quality assurance tools to help her with this process. There is a development plan in place which continues to ensure improvements to the service. This is currently being reviewed by the new manager. Three requirements were set at the last inspection. Two have been met. Work on the remaining requirement, for young people to be in fulltime education, is on- going. Some good progress has been made. Young people make good progress in many areas of their lives. Since the last Ofsted inspection staff have given good focus to promoting education. They have used their

insight into young people's individual needs to introduce new strategies. For example, helping a young person move and start a new educational provision. Transporting young people to and from school. Continuing to have regular conversations and meetings with educational professionals. This has resulted in both young people now attending educational provisions. Work now continues to support them to increase their attendance and improve their educational outcomes. Young people increase their independence skills and make friendships in the local community. On the whole this is positive. Sometimes young people make poor choices or decisions that put them at risk. For example, not returning home at the agreed time. When this happens correct safeguarding procedures are followed. This involves good corporate parenting and working with partnership agencies when appropriate. Young people are supported and where necessary challenged. Further

work then takes place around protective behaviours, safety and well-being. Young people’s safety is promoted at all time. Any safeguarding concerns or staff practice issues are promptly and appropriately referred. Internal investigations are rigorous and outcomes shared with Ofsted. After any incident there is good reflective practice which looks at safe-caring and considers the impact of future practice on staff and young people.

What the inspection judgements mean
At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
