 The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector completed a joint observation with the nursery manager.  The inspector held a meeting with the nursery manager and staff. She looked at relevant documentation, such as the nursery's self-evaluation documents, policies and procedures and evidence of the suitability of staff working in the nursery.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The management team does not undertake relevant training to help them keep up to date with the statutory requirements of the Early Years Foundation Stage. They have not checked that all staff are suitable to work with children. Staff are not always vetted thoroughly when they commence employment. In addition, the management team does not induct all staff so that everyone is aware of their role and responsibilities. Furthermore, staff do not have regular supervision meetings to discuss their practice, the progress of their key children or ways to improve their teaching. As a result, the quality of teaching is variable and too many children are not making good or better progress in their learning and development. All staff have a positive attitude to change, but they have not identified priority areas for improvement to ensure the setting meets the needs of all children and adheres to

Effectiveness of the leadership and management is inadequate

requirements. Targets are not routinely set to drive continuous improvement.

p.4

Quality of teaching, learning and assessment is inadequate

Staff create a welcoming and stimulating environment for all children. They support children learning to count while building towers during small-group time. Children learn about their community and discuss people who are kind and helpful. Staff are attentive and interact with children as they play. However, staff do not effectively work with parents to ascertain children's capabilities when they start in the setting, or give parents the support they need to help children's learning at home. Assessment of children's development is weak. Staff do not regularly or accurately assess children's learning. This means emerging gaps in their knowledge, understanding or skills are not quickly identified or promptly closed. As a result, children are not consistently making good or better progress from their starting points.

p.4

Personal development, behaviour and welfare are inadequate

Children behave exceptionally well and have good levels of confidence and self-motivation. They are respectful to each other, the staff and when using resources. Children have made firm friendships with one another and with staff. However, staff are not adequately vetted to ensure they are suitable to work with children and this undermines their safety and well-being. Children learn to take on small responsibilities successfully. They set the table for meals and serve their food independently. The cook provides nutritious meals and snacks. However, some children bring in unhealthy packed lunches and the management team does not challenge this, or support children and parents in understanding why it is important to have a well-balanced diet.

p.4

Outcomes for children are inadequate

Children are not adequately supported to make good or better progress in their learning and development. Staff do not assess children's learning thoroughly enough. This impacts negatively on children's readiness for school because they are not supported fully to reach the goals that are typical for their age.
