This provision is inadequate
The childminder does not have a sound knowledge and understanding of the safeguarding and welfare requirements of the Early Years Foundation Stage. This has a significant impact on children's safety and well-being. The childminder does not understand her important role in protecting children from significant harm and extreme behaviour. The premises are not kept secure which puts children's safety at risk. The quality of teaching is inadequate. The childminder does not know how to observe or assess children's learning and development. Information is not routinely shared with other early years settings children attend. Children are not making as much progress as they could. The childminder is not providing a good range of activities based on individual children's interests and needs. The childminder has not ensured that weaknesses identified at previous inspections have been addressed. She does not evaluate her service, identify areas for

Inspection activities
The inspector observed the childminder with the children to assess the quality of teaching and children's learning. The inspector looked at the parts of the premises used for childminding. The inspector sampled the childminder's documents including safeguarding policies, suitability checks and records of children's progress. The inspector held discussions with the childminder regarding her knowledge and understanding of the requirements of the Statutory Framework for the Early Years Foundation Stage and the way she manages her childminding service.
p.2
Effectiveness of the leadership and management is inadequate
The childminder does not take adequate responsibility for improving and developing her service. Many of the weaknesses identified at this inspection have been raised with the childminder before but have not been addressed. The childminder depends too much on other agencies, such as the local authority, to support and guide her. She has not evaluated the quality of her childminding service, nor has she undertaken any professional development to help her improve. These omissions in leadership and management have a negative impact on children's welfare, and their learning and development. Arrangements to safeguard children are not effective. The childminder lacks awareness of safeguarding guidance, including the Prevent duty. Policies and procedures to protect children are not well understood. Furthermore, she does not know what to do should an allegation be made against her or a member of the household.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder lacks understanding of the learning and development requirements. She is unaware of how to observe, assess and monitor children's progress accurately. This means she is not planning activities that meet children's individual learning needs. Her expectations of what children can achieve are not high enough and activities provided for children lack challenge. For example, a clock jigsaw was completed too easily and did not hold children's interest. The poor quality of teaching is limiting children's opportunities to explore, have a go, investigate and develop their own ideas. Resources are not easily accessible to children as they are kept in the garage. Children can choose what they want to play with from a book of available resources, but they are limited. For example, there are no books available to children which hinders their development in early reading. Instead of encouraging children to try things for themselves, too often the childminder

steps in and does it for them. For example, she draws shapes and selects decorations for a birthday card which the children could do for themselves. This means that opportunities to develop children’s independence and be ready for starting school are lost. Children also attend other early years settings. However, the childminder is not consistently sharing information or working in partnership with them in order to help children make the best possible progress.
p.3
Personal development, behaviour and welfare are inadequate
The childminder's poor understanding of safeguarding arrangements means children's safety and welfare is compromised. Despite being an action at the last inspection, the childminder has not updated her risk assessments for two years and so is not ensuring children are safe and secure in her care. For example, during the inspection the front door was left unlocked meaning that children could leave the premises easily and access the road. The childminder's lack of knowledge regarding the Early Years Foundation Stage means she does not ensure children learn to respect and celebrate each other's differences. Children do not learn about other cultures, families and communities. The childminder does not demonstrate a good awareness of equality and diversity or her important role in teaching children about such matters. Children behave well and learn good manners. For example, they are encouraged to say please and thank you. The

childminder praises the children and they take pride in their achievements. Regular outings to the woods and parks ensure that children get plenty of fresh air and exercise.
p.4
Outcomes for children are inadequate
Children are not sufficiently challenged. This means they are not making enough progress while in the childminder’s care. The activities and games that they play together are too easy. When children play dominoes they learn to take turns, but matching the pictures of fruit is too simple for them and the childminder misses many opportunities to extend their learning further. Children are confident in their surroundings and seek help from the childminder when they feel they need it.
