p.1
This provision is inadequate
The provider does not check the suitability of bank staff, including obtaining a current Disclosure and Barring Service check, which places children at potential risk. The provider does not have a deputy who is capable and qualified to run the setting in the manager's absence. The provider has not made improvements since the last inspection. The quality of teaching remains weak and children do not make enough progress in all areas of their learning and development. The provider does not monitor staff practice effectively to identify their professional development needs to raise the standards of children's care and learning. The learning environment does not adequately meet children's needs. Children do not have daily access to outdoor activities as required. The key person system is ineffective. Staff do not tailor every child's care to meet their individual needs from the very beginning of their placement.
p.1
This provision is inadequate
Self-evaluation is ineffective. The provider and staff do not identify weaknesses in practice or fully understand how to improve outcomes for children.
p.1
It has the following strengths
The friendly staff build strong relationships with parents and offer flexible childcare to meet parents' needs. Staff meet children's nutritional needs well. For example, they provide a healthy snack.

What the setting needs to do to improve further

Inspection activities
The inspector observed the children's play activities indoors and outdoors, looked at the available resources and read relevant documentation. The inspector held a meeting with the provider/manager about their leadership and management, including evaluation methods. The inspector spoke to a sample of parents and took account of their views. The inspector carried out a joint observation with the provider/manager.
p.2
Effectiveness of the leadership and management is inadequate
The provider has failed to make sufficient progress since the last inspection. The quality of teaching remains weak and the provider has not raised standards. The provider monitors the quality of teaching but does not use the information from this effectively to identify and address weaknesses in staff practice. Monitoring of children's progress is not always accurate to identify all gaps in achievement. Safeguarding is ineffective. The provider has not ensured all staff complete suitability checks, and the deputy manager does not have suitable skills and qualifications to take charge in her absence. Staff have a suitable understanding of child protection issues and how to report concerns. Self-evaluation and the drive for improvement are weak. The provider and staff do not identify key areas for development and make ongoing improvements to their practice. They rely on outside advice to identify weaknesses in the provision. Staff have suitable partnerships with other

settings to promote some continuity for children.
p.3
Quality of teaching, learning and assessment is inadequate
Not all staff have effective teaching skills or know how to promote children's learning. Although staff play with and talk to children at their level, teaching does not effectively match individual needs and include all children. For example, there is little attempt by management to ensure that children have daily play outdoors. Staff record observations and assess children's development but these are not always accurate enough to inform future plans. Staff do not consistently implement children's next learning steps into the planned activities. Some staff promote children's mathematical skills, for example, encouraging them to count and solve problems. Others fail to pick up on opportunities for teaching and do not consistently pitch their teaching to children's level of understanding.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in recruitment mean the provider fails to promote children's safety and welfare. She has not assigned a key person to new children to help them feel settled and secure in the setting. Staff do not have a secure understanding of their role as key person. They do not gain good information on children's developmental starting points. The learning environment is not stimulating, with few resources or inviting play areas to promote children's choices. At times, the environment becomes disorderly with resources strewn on the floor, and staff do not always encourage the children to pick them up and take care of them. Overall, children behave well.
p.3
Outcomes for children are inadequate
The lack of good quality teaching prevents children from being well prepared for school. Children play with the same activities repeatedly and lack eagerness to explore and investigate.
