p.1
This provision requires improvement. It is not yet good because:
Staff do not consistently implement behaviour management strategies that promote positive play and help children to understand what is acceptable. Staff do not make effective use of their observations and assessments of children's achievements to help them to plan stimulating experiences that support children's interests and their next steps in learning. Staff do not always make best use of their teaching skills to be flexible and reshape activities in response to children's ideas and interests. The provider has not implemented an effective system to monitor the quality of the provision.
p.1
It has the following strengths
Staff work well with parents. Staff keep them informed about children's daily routines and any incidents or accidents. Parents comment that they are pleased with the pre- school and are satisfied with the safety of the premises. Children learn about the diverse society they live in. They explore people's differences and similarities and talk about the different languages they know. The premises reflects the backgrounds of children who attend, with photographs and examples of their artwork. The provider keeps meticulous records of children's details and has clear policies and procedures to share with parents.

enhance the teaching skills of staff, so that they are better able to respond to children's ideas and reshape activities to improve children's learning experiences strengthen methods to evaluate and monitor the quality of the provision, so that action can be taken to improve.
p.2
Inspection activities
The inspector observed the quality of teaching and spoke to staff about how they plan for children's progress. The inspector spoke to the owner/manager about management processes and the setting's self-evaluation. The inspector looked at the premises and the resources available to children. A range of documentation was looked at, including staff suitability and training, some policies and procedures and children's records. Discussions were held with a small number of parents and their views and comments were taken into account.
p.2
Effectiveness of the leadership and management requires improvement
Safeguarding is effective. The provider has an adequate understanding of her responsibility to protect children from abuse or neglect. She has attended the required safeguarding training and makes sure that staff know how to respond to concerns about children. Safety procedures, such as monitoring children's arrival and departure, are implemented well. Children play safely, supervised by vigilant staff. Staff have links with the local children's centres to help them to support their more vulnerable children and families. The owner/manager meets regularly with her staff to share ideas and make plans for future professional development. Although she is highly qualified, she has not applied her knowledge to accurately monitor and evaluate the provision.
p.3
Quality of teaching, learning and assessment requires improvement
Staff make regular observations and assessments of children's learning to help them to identify areas of delay. However, they do not make best use of these to ensure planned activities focus on children's individual interests and what they need to do next. Children are not consistently occupied and engaged because their experiences lack challenge. Additionally, staff are not always flexible enough to change activities in response to children's interests and ideas. Nonetheless, children enjoy some of their activities. Staff promote children's interest in books by offering regular story times. Children choose their own books and offer them to staff for spontaneous reading. Children are encouraged to use pencils, crayons and chalks. They show an understanding of the purpose of writing as, for example, they pick out their names for self-registration. Staff introduce children to skin-coloured paints and compare them to their different skin tones. Children have an

enjoyable time making handprints that demonstrate how they see themselves.
p.3
Personal development, behaviour and welfare require improvement
Staff do not use consistent, positive methods to distract children and help them to share and play together. Children are not always supported to resolve their conflicts, and at times they walk away from their activities, which affects their concentration. A suitable selection of resources are available, so that children can make independent choices about their play. Therefore, during periods of free play they are able to occupy themselves. Children play imaginatively and make good use of the dressing-up clothes. Children are provided with a suitable range of nutritious snacks. They learn good hygiene habits as, for example, staff help them to wash their hands at appropriate times. Children have daily opportunities for exercise in the fresh air. Staff encourage them to take part in physical games, such as catching balls and using a bat.
p.3
Outcomes for children require improvement
Although children's learning is being assessed and monitored, staff do not plan consistently challenging activities that reflect children's interests and next steps in learning. At times, children's behaviour affects their motivation and concentration. Children develop basic skills in readiness for their move on to school, but are not fully supported to make good progress in all the areas of learning.
