This provision is inadequate

 Child protection concerns are not swiftly reported to the relevant agencies to protect children from harm. Leaders have failed to report allegations against a member of staff and did not pass on concerns about a child's well-being.  The provider has failed to notify Ofsted of an allegation against a member of staff. Additionally, the provider has committed an offence as Ofsted were not informed about a change of registered person. This means checks have not been completed as required to ensure children are always cared for by appropriate adults.  The designated lead practitioner for safeguarding has not had sufficient training to fulfil the role. Other staff are not effectively supported to develop their understanding of how to deal with safeguarding concerns. The nursery's safeguarding policy does not include an explanation of the action to be taken in the event of an allegation being made against a member of staff.

p.1

This provision is inadequate

 Accurate information about staff's qualifications was not available for inspection. This means the suitability of the deputy manager to hold the role could not be verified.

p.1

It has the following strengths

 Children's individual arrival and departure times are now recorded accurately.  The quality of teaching is good. Staff use the wide range of high-quality toys and resources well. They use effective teaching skills to provide activities which motivate and fully engage children. This has a positive impact on outcomes for children.

p.1

What the setting needs to do to improve further

p.3

Effectiveness of the leadership and management is inadequate

Arrangements for safeguarding are not effective. The lead practitioner for safeguarding has not received appropriate training to carry out her role. She is not clear about when to report concerns and allegations to the authorities. The nursery's safeguarding policy does not include an explanation of the action to be taken in the event of an allegation being made against a member of staff. The incomplete policy and a lack of strong leadership in this area mean that other staff are also not clear about the procedures to follow to ensure children are safeguarded. Children's safety and well-being have been compromised. Child protection concerns were not referred on as required by the Local Safeguarding Children's Board guidance and procedures. In addition, an allegation made against a member of staff was not reported to the relevant statutory authorities, including Ofsted. Leaders also failed to inform Ofsted of a change of registered person. This means that individuals with

responsibility for the setting have not been checked to determine their suitability for the role. Not all relevant documentation is available for inspection. Accurate information about the qualifications of some staff is not held on record. However, leaders do oversee the delivery of the educational programme effectively. They monitor children's progress and support staff to undertake training to improve their teaching practice.

p.4

Quality of teaching, learning and assessment is good

Staff obtain detailed information from parents about what their children know and can do. They use this, along with their own observations, to complete thorough assessments of children's starting points. Parents are kept well informed about their child's progress through regular reviews and discussions. Parents comment that they appreciate the tips and ideas they receive from staff and that these help them to continue their children's learning and development at home. Staff know the children well and observe and assess their key children's progress accurately. Staff identify any gaps in children's development and make timely interventions if children are in need of additional support. Staff use good teaching skills to maintain children's concentration. They make learning fun and children eagerly join in with addition and subtraction activities. Staff promote children's communication and language skills effectively. Older children demonstrate their good

listening skills as they recall and discuss past events with their friends.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety and well-being are put at risk due to the significant weaknesses in safeguarding practice. Leaders failed to take prompt action when child protection concerns arose and when significant changes to leadership occurred. Despite this, children demonstrate that they are happy in the setting. Babies thoroughly enjoy sensory play activities. Staff build confidence in those more hesitant by joining in their play. They show them how to explore the jelly and babies quickly follow their lead. Staff interact warmly with the children. Staff teach children to be respectful and considerate to one another. Children behave well and are kind to each other. Children show developing independence as they put on their coats to go outside. Babies are encouraged to feed themselves.

p.4

Outcomes for children are good

Children are making good progress in their learning and development from their starting points. They are confident and self-assured. They meet their own personal needs from an early age and form positive friendships with their peers. They are developing the skills and attitudes needed for their next stage of learning, including school.
