This provision is outstanding

 Teaching is outstanding. Awe-inspiring experiences planned for children help to promote their understanding of the world. For example, children delight in examining freshly gutted fish as they learn and understand where food comes from.  Children's learning is continually enhanced in a rich and varied environment. Resources are extremely high quality, and are used to provide exciting and challenging experiences for all children.  Staff place the utmost priority on ensuring partnerships with other early years settings children attend are excellent. Documentation flows between parents and settings to make sure all are engaged in the children's learning and development.  Staff make sure they obtain high levels of information from parents. They are fully aware of children's learning, experiences and interests prior to them starting. This information is constantly updated and reviewed with parents.  The manager and staff have a shared vision for the pre-school. They have the highest

expectations for what children can achieve. They continually make improvements that enhance all aspects of the staff's practice.  Children are extremely confident and self-assured learners. Teaching highly motivates them and continually inspires them.  The tracking of children's progress is precise and highly comprehensive. All children, including disabled children and those with special educational needs, make consistently high rates of progress. Staff quickly formulate personalised action plans with measureable targets and review dates, to address identified gaps in learning.

 develop innovative and exciting ways to further promote children's learning outdoors.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector completed a joint observation with the pre-school manager.  The inspector held a meeting with the pre-school manager. She looked at relevant documentation, such as the self-evaluation form and evidence of the suitability of staff working in the pre-school.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is outstanding

Arrangements for safeguarding are effective. All staff have excellent knowledge and understanding of how to keep children safe. They know what action to take should they have any concerns about a child. The manager and staff team place a high priority on supervision and monitoring of practice. They regularly reflect on ways to enhance children's learning. As part of this process, staff have identified that there are further opportunities to enhance the learning that takes place outdoors. Systems in place consistently improve and challenge staff's practice. Staff are continually given the opportunity to achieve further qualifications and this has an excellent impact on children's learning and development. Robust and comprehensive recruitment and vetting systems help to ensure that staff and committee members associated with the setting are all suitable. Partnerships with parents are outstanding. Parents are invited to make

meaningful contributions to the pre-school's self-evaluation and are constantly kept informed of their children's progress.

p.3

Quality of teaching, learning and assessment is outstanding

Staff promote children's imaginative and physical skills exceedingly well. Children study the tone of different colours and texture of a vase of flowers, as they develop their creative skills making still-life paintings. Younger children's interest in the celebration of Chinese New Year is inspiring. Children learn how to introduce themselves to each other in Chinese during circle time. Staff follow and extend children's interests exceptionally well. They quickly identify individual children's learning styles and plan appropriate activities that take these into account. Staff make the most of children's spontaneous play opportunities. Themed activities reflect children's interest in the space station, as they learn about life in space and the power of rockets. Children's communication and language development are supported exceedingly well. Children chat happily and extremely confidently with the staff and each other.

p.3

Personal development, behaviour and welfare are outstanding

Staff demonstrate a superb understanding of how to promote children's personal and emotional development. Children show that they feel exceptionally safe, secure and happy. The key-person system works extremely well. Children know who to go to when their key person is absent. Their behaviour is excellent. They show high levels of tolerance and respect for each other. Time is taken by staff to explain to children about sharing, so they all have an opportunity to use favoured equipment. Children are encouraged to become independent and take care of their own needs. Pre-school children enjoy snack, actively selecting and preparing their own food. Healthy lifestyles and outdoor play are given a high priority. Children have regular opportunities to use the wooden, outdoor classrooms for activities and learning.

p.3

Outcomes for children are outstanding

All children make rapid progress in their learning in relation to their starting points. Children develop a comprehensive range of key skills that prepares them exceedingly well for the next stage of their learning and their eventual move to school.
