children and young people since the most recent full inspection

This home was judged Requires improvement at the full inspection. At this interim inspection Ofsted judge that it has sustained effectiveness .

p.2

children and young people since the most recent full inspection

The provider has failed to address the majority of requirements set at the last full inspection of the home. The registered manager resigned from her post in October 2015 and two further interim managers, including the current manager have been in place. The new interim manager has been in post for 2 weeks and in this short period of time has made a number of improvements including updating the home’s Statement of Purpose and the children’s guide, in preparation for a new young person moving in.

p.2

The new manager has also ensured the smooth transition planning for a new young person moving in. He attended all pre-planning meetings including a LAC review and challenged the local authority when they failed to provided adequate information about the young person’s needs, including historical concerns. The planned move was made sensitively with the young person having opportunities to visit the home and met the staff prior to living there.

Although records prior to the new manager lacked clarity, accuracy, failed to identify risks and did not demonstrate effective behaviour management strategies improvements are already evident. Files have now been implemented and all information is now readily accessible for the young person and staff. This ensures that staff are fully aware of the young person’s needs.

Risk assessments now identify what action should be taken if the young person goes missing from care. For example, going looking for him and contacting all known associates. There has already been a decrease in missing from care episodes. During the only incident the manager and staff went looking for him, they used the risk assessment to pre-empt where the young person may go. This enabled them to be at a local railway station prior to young person’s arrival. The young person commented ‘I was never reported missing from my last place they didn’t care but here they come looking for me’. As part of the risk assessment staff have also provided the young person with a mobile phone to ensure that he could keep in touch with them and they can maintain regular contact. This means that young people know that the plan to keep them safe is followed.

p.2

A team meeting has taken place where the new manager ensured staff were aware of their roles and responsibilities. This meeting also provided a forum for the manager to ensure staff were fully updated in the new case files he had introduced, for example the risk assessments and placement plans. He provided an opportunity for staff to discuss and reflect on the new paperwork and seek clarity on the consistent approaches being implemented. This ensures consistency and continuity in the care the young person receives.

p.3

children and young people since the most recent full inspection

Supervision had not taken place for a significant period of time for all staff. However, the new manager has had one to one meetings with staff where he has outlined the supervision policy for the home. He has asked for staff input into how this can be improved and provided an opportunity to reflect on their practice and professional development. One staff member commented ‘I can already see a difference and I’m already on more training.’ A supervision matrix has now been put in place and a training matrix is being considered. Staff are involved in identifying what are their needs are and what will improve their practice in meeting young people’s needs. This ensures that staff are equipped with the appropriate skills to meet the needs of the young person living in the home.

The new manager is in the process of registering with Ofsted and has started to complete the required documentation. He has a clear knowledge and understanding of the role of a registered manager and has a clear vision and ethos for the home, which has been shared with the provider, staff and the young person.

What the inspection judgements mean

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

p.7

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
