p.1

This provision is inadequate

 Arrangements for safeguarding and promoting children's welfare are not good enough. Weaknesses in management procedures, including a failure to inform Ofsted of a significant event, have a negative impact on children's welfare.  Recruitment and vetting procedures are not robust. Records to confirm that adults are suitable to care for children are incomplete. This means children's safety is compromised.  The monitoring of the completion of progress checks for children between the ages of two and three years is not thorough enough. Consequently, some children get overlooked and are not assessed at this point.  Teaching is not always strong enough to develop the communication skills of children who speak English as an additional language. Consequently, children do not make good progress in this area of their learning.

p.1

It has the following strengths

 The nursery is inviting and very well equipped with good quality resources, both indoors and outside. The well-organised environment supports children's learning well.  Relationships between staff, children and parents are strong. Parents report that communication is good and they have lots of confidence in the staff.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

Due Date

 ensure all adults working with children are suitable to do so and record information about the identify checks and vetting processes that have been carried out 14/12/2015

p.2

Due Date

 ensure that the progress check for children between the ages of two and three years is completed for all children to whom this applies. 14/12/2015

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 strengthen teaching to help children who speak English as an additional language develop their communication skills.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint observation with the manager.  The inspector held a meeting with the manager and provider's representative. She looked at relevant documentation, such as the provider's self-evaluation and evidence of the suitability of staff working in the nursery.  The inspector spoke to a small selection of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The provider has failed to notify Ofsted of a change of manager and there are gaps in the procedures for recruiting and vetting adults who work with children. Not all adults have undergone thorough checks to ensure they are suitable for their role. This compromises children's safety and welfare. Monitoring of children's assessments is not robust. Consequently, the progress check for children between the age of two and three years is not conducted for all children who require one. Some self- evaluation takes place and the new manager is beginning to monitor care and teaching practice, for instance, through staff supervision. This is beginning to have a positive impact on the quality of learning opportunities. Staff are trained in child protection procedures, which means they understand how to respond to any concerns they may have about children.

p.3

Quality of teaching, learning and assessment requires improvement

Overall, staff use their qualifications and skills to teach children well. However, they do not do enough to help children who speak English as an additional language develop their communication skills. This means children do not always feel confident to practise their speaking skills and participate fully in their learning. Children enjoy craft activities and singing songs with the musical instruments, which helps them to develop their creative skills. They develop an understanding of how to use technology as they use the computer and they have weekly opportunities to learn French. This promotes their understanding of the world. Staff work well with parents and take positive steps to involve them in their children's learning. For example, staff ask parents to complete weekend diaries and they use this information to build on children's experiences. Since the last inspection, staff have strengthened their assessments of children's learning.

p.3

Personal development, behaviour and welfare are inadequate

Children's welfare is compromised because weaknesses in management procedures do not assure children's safety. Relationships between staff and children are friendly and supportive. This helps children to build attachments and feel emotionally secure. Staff promote children's independence well during activities and care routines. They teach children about values, such as using good manners and learning about right and wrong. Children use the garden each day. They follow good hygiene routines and eat healthy food. This helps them to understand the importance of healthy living. Children are motivated in their play. They are able to make their own choices and follow their own ideas. This helps to promote their personal development.

p.3

Outcomes for children require improvement

Children are happy and enjoy their time at the nursery. They have good opportunities to practise their self-care skills and develop their independence. This helps to prepare them for future learning, including their move to school. In the main, most children work comfortably within the typical range of development expected for their age.
