This provision is inadequate

 The childminder has a poor knowledge and understanding of the learning and development requirements of the Early Years Foundation Stage.  The childminder's observations and assessments of children's learning are ineffective and do not enable her to monitor their ongoing progress. She does not always plan challenging activities based on children's individual needs.  The quality of teaching is inadequate. The childminder does not use effective approaches during interactions and play to promote children's learning or to encourage quieter children to have the confidence to speak during activities.  Children are not adequately safeguarded because the childminder has not kept her knowledge of safeguarding up to date. She does not have a detailed understanding of how to recognise the different forms of abuse. Additionally, the childminder does not have a written procedure or policy for safeguarding children, to comply with the

requirements of the Childcare Register.  The childminder does not have effective systems in place to share information about children's learning and development with parents.  The childminder does not reflect and evaluate on her practice.  The childminder does not implement adequate hygiene routines to promote children's health.  The childminder does not keep an accurate record of the hours of attendance of the children.

p.1

It has the following strengths

 Children are settled in the childminder's care as she provides a homely environment. This helps to promote children's emotional well-being.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 improve knowledge and understanding of the learning and development requirements, in order to enable children to make good progress in all areas of learning 08/01/2016

p.2

Due Date

 establish a secure knowledge and understanding of how to implement assessments of children's progress, including the progress check for children between the ages of two and three years, and use these assessments to promote children's learning through accurate planning for their needs 08/01/2016

p.2

Due Date

 improve the quality of teaching by guiding children's learning using methods that are matched to their stage of development in each of the prime areas of learning 08/01/2016

p.2

Due Date

 undertake training to update knowledge of how to recognise the signs and symptoms of different types of abuse 08/01/2016

p.2

Due Date

 implement a written record of policies and procedures to follow to safeguard children from abuse or neglect, and make this available to parents 08/01/2016

p.2

Due Date

 implement systems to provide parents with information about their children's progress and development, to enable them to continue learning at home 18/12/2015

p.2

Due Date

 keep a daily record of attendance with the names of children cared for on the premises and their hours of attendance, and retain these for a period of two years. 18/12/2015 To further improve the quality of the early years provision the provider should:

p.2

Due Date

 strengthen the evaluation of practice to focus on promoting good outcomes for children, improving teaching and identify key areas for improvement, including professional development  improve all hygiene routines to minimise the risk of cross-infection, with particular regard to nappy changing  increase opportunities for less self-assured children to develop their confidence in speaking out.

p.3

Inspection activities

 The inspector observed activities and interaction between the childminder and the children during their play indoors.  The inspector spoke with the childminder and children at appropriate times throughout the inspection.  The inspector discussed safeguarding and self-evaluation with the childminder.  The inspector carried out a joint observation with the childminder.  The inspector looked at a sample of policies and children's records.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. The childminder's knowledge of child protection is not up to date. She is not fully aware of her legal requirements and responsibilities in relation to safeguarding and child protection procedures. Therefore, she is unable to take prompt and effective action should a child be at risk of harm or abuse. In addition, the record of children's attendance is not accurately maintained. This means children's safety and well-being are not being prioritised. The childminder does not effectively evaluate her practice. She has not identified the weaknesses in her practice and does not take immediate action to resolve the areas in need of improvement. The childminder has completed paediatric first-aid training, enabling her to respond if a child in her care had a minor accident. However, she has not prioritised her professional development to ensure she has up-to-date knowledge of the Early Years Foundation

Stage. Additionally, she does not engage in a programme of professional development to develop her teaching skills.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of the childminder's teaching is inadequate. She has very little understanding of the areas of learning, especially the prime areas, and how these impact on children's development. The childminder does not accurately carry out observations or assessments of children's progress. Furthermore, she lacks understanding of the required progress check for children aged between two and three years. Systems to share information about children's learning and development with parents are not effective. The childminder does not obtain information from parents in order to assess their starting points. Her daily communication with parents is focused on care practices and not children's learning. Therefore, she is less able to identify any gaps in children's development, in order for her to plan precisely for their next steps in learning.

p.4

Personal development, behaviour and welfare are inadequate

The childminder has not met all the safeguarding and welfare requirements. Children are learning to become independent in feeding themselves and about choosing the resources they wish to play with. They are learning to share and play cooperatively together. However, during group activities the childminder misses some opportunities to support all children to develop their early language skills. The childminder does not consistently promote children's health adequately. Children benefit from healthy snacks, such as fruit, and have some opportunities for daily exercise. However, during the inspection, the childminder changed children's dirty nappies directly on the kitchen floor. This puts children at risk of cross-infection and compromises their well-being.

p.4

Outcomes for children are inadequate

Children do not make sufficient progress towards their early learning goals. Activities offer insufficient challenge as they are not closely linked to children's individual learning needs. Therefore, children are not supported in the best possible way to prepare them for their future learning, including their move to pre-school and school.
