children and young people since the most recent full inspection

This home was judged Good at the full inspection. At this interim inspection, Ofsted judge that it has improved effectiveness .

p.2

children and young people since the most recent full inspection

Young people have made very good progress since the last inspection. The home works exceptionally well with young people who are at both ends of the educational spectrum. They successfully support everyone to do well and prepare effectively for the next stage of work, training or higher education. Those taking examinations are on track to achieve their predicted grades. Some are exploring options for sixth form and have ambitions to go to university. Others are pro-active in planning for their future careers, for example independently arranging interviews to join the armed services. Where young people have been on reduced educational timetables, these have increased, often at the young person's request. Young people continue to get the support they need from staff to achieve good emotional health. This is an improving picture for young people as they are now more willing to accept the professional intervention they need.

children and young people since the most recent full inspection

Specific concerns for individual young people are successfully addressed. This includes putting on the weight they need, increasing their attendance at school and accepting the medication they need. One social worker noted that their young person was, 'making very significant progress in many areas.' Young people are protected because the manager and staff are proactive in establishing effective partnerships with safeguarding agencies. Staff maintain very effective links with the police, the local safeguarding officer and the youth offending service. Safeguarding strategies to protect young people include working with their friends and families. The manager and staff have a sound understanding about the local community and extensive information about risky areas, activities and associations. This information has led to early intervention with individual young people who are at risk, enabling the police to issue harbouring and child abduction notices. As a

result, young people are safer. The assessment and reduction of risk continues to be prioritised. As a result, missing from home incidents have reduced and, after appropriate assessment, there is no one who is deemed to be at risk of child sexual exploitation. Since the last inspection, greater attention has been paid to matching. This enables young people to live harmoniously together as well as ensuring everyone's needs can be fully met. Well-considered impact assessments have contributed to this and the recommendation to improve this area of practice has been met. Young people's behaviour can provide challenges, but overall there has been a reduction in the number of incidents of challenging behaviour. Staff have not had to use physical restraint because other behaviour management strategies are proving very effective. Young people continue to enjoy long-term stability and they establish significant

bonds with the team. A sign of young people's ease is that they want to do things with staff and still want their permission and approval. This demonstrates that young people value their relationships with staff. Staff continue to maintain their skills and knowledge by accessing training and information. For example, they have received training on radicalisation and briefings from the local drug and alcohol team. This ensures they are up to speed with current thinking and policy. Monitoring the progress of young people and the quality of care they experience remains a strong area of practice. This process is being refined to give even more focus to the impact of staff intervention on young people. The recommendation to improve the six monthly monitoring activity is therefore met. Action has also been taken to address the requirements imposed at the last inspection. The statement of purpose is now compliant with the regulations and

the independent visitor forms an opinion as to whether young people are safeguarded and their welfare is promoted. This helps the home to hold itself to account and identify further areas for improvement.

What the inspection judgements mean

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
