She does not gather information about children's starting points, or make regular and effective observations and assessments. She fails to identify next steps in children's learning to help them make progress. The childminder is not aware of the requirement to complete a progress check for children aged between two and three years, and to share this with parents in writing. The childminder does not monitor children's progress or share details of children's learning with parents to provide continuity. She is not able to identify any gaps in

Inspection activities
The inspector observed interactions between the children and the childminder. The inspector sampled documents that the childminder uses to support her practice. The inspector viewed all areas of the home used for her childminding. The inspector held discussions with the childminder at convenient times during the inspection.
p.2
Effectiveness of the leadership and management is inadequate
The childminder failed to maintain valid public liability insurance for three years while caring for children. However, during the inspection, she obtained this to meet the requirement. In addition, the childminder does not have a written procedure for complaints to meet the requirements of the Childcare Register. The childminder does not evaluate her practice effectively to help improve the quality of teaching. She is not aware of the different areas of learning or how to monitor children's progress. She does not involve parents or other early years providers in children's learning. Nonetheless, the childminder shares and gains information from parents to meet their individual care needs. Safeguarding is effective. The childminder has kept her safeguarding knowledge current. She is aware of the signs and symptoms that would cause concern about a child's welfare and knows the procedures to follow to report a concern.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder has a weak knowledge of planning, observation and assessment, including the progress check for children between the age of two and three years. She fails to assess children's learning and is not aware of how to monitor and track their developmental progress. The childminder does not have effective systems in place to identify gaps in learning. She does not plan for children's next steps in learning and the activities she does provide do not engage the children and lack challenge. Nonetheless, the childminder promotes children's language and communication skills. For example, she encourages children to use new words as they play.
p.3
Personal development, behaviour and welfare are inadequate
The childminder has limited resources available for children to use, and relies too heavily on parents to send what children like to use. Overall, she promotes children's physical and emotional well-being suitably. She has a sound knowledge of children's care needs and supports them well. This helps children feel happy and secure in her care. The childminder takes children to local parks and playgroups to help children meet and socialise with other children. Children have opportunities to develop their independence skills and practise good hygiene procedures. The childminder teaches children to share and have respect for the environment. Children behave well. The childminder sets clear guidelines to help children understand her expectations.
p.3
Outcomes for children are inadequate
Children are not progressing at the expected rate of development typical for their age. They do not gain all the skills they need for the next stage in their learning.
