This provision is inadequate

 The childminder has a poor understanding of safeguarding, compromising children's welfare. She does not know how to report concerns about a child. This is also a breach of the Childcare Register. The childminder does not know how to manage allegations made about her or a member of her household.  The childminder does not assess all risks to children's safety. Children do not have access to fresh drinking water to prevent them from becoming thirsty. These weaknesses compromise their welfare and are also breaches of the Childcare Register.  Outcomes for children are inadequate. The childminder has a very weak understanding of how children learn and develop, including their physical development. She does not know how to assess their progress accurately, including for two-year-old children.  The childminder fails to provide children with sufficient resources and toys that are age appropriate, or plan activities that encourage them to learn effectively.

p.1

This provision is inadequate

 The childminder does not give children sufficient opportunities to make choices for themselves. This inhibits their skills in creativity and independence.  Self-evaluation is inaccurate and partnerships with parents are ineffective. The childminder does not recognise weaknesses in her practice and does not take into account parents' views to help drive improvement.

p.1

It has the following strengths

 Children enjoy the childminder's friendly approach and are happy in her care.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 improve knowledge and understanding of safeguarding arrangements, to fully understand ways that children may be at risk from all types of abuse, and to be clear about the correct steps to follow if there are any concerns about a child's welfare 01/02/2016

p.2

Due Date

 improve knowledge and understanding of how to manage allegations against a member of the household 01/02/2016

p.2

p.2

Due Date

 ensure children have access to fresh drinking water at all times 16/01/2016  improve knowledge and understanding of the learning and development requirements, including how to use assessment and the appropriate use of the two-year-old development check, to monitor children's development and plan for their progress 18/03/2016

p.2

p.2

Due Date

 improve the quality of teaching so that play becomes meaningful and children learn from a range of exciting, challenging and enjoyable experiences. 18/03/2016 To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the effectiveness of self-evaluation, taking the views of parents and children into account, to ensure areas for improvement are identified correctly and addressed promptly to improve outcomes for children  provide children with opportunities to do manageable tasks for themselves to improve their independence and prepare them for future learning.

p.3

Inspection activities

 The inspector observed teaching and learning, and undertook a joint observation with the childminder.  The inspector looked at the toys and resources available to children.  The inspector looked at the childminder's documentation, including policies and procedures relating to safeguarding and children's progress.  The inspector asked the childminder questions to assess her understanding of how children learn and develop. He also checked the childminder's understanding of how to keep children safe.  The inspector checked all areas of the setting used by children.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not have a secure understanding of the procedures to follow should she be concerned about a child's welfare, the possible signs and symptoms of concern, or of how to manage allegations. She does not carry out effective risk assessments of all areas of her home environment and activities outdoors. This compromises children's safety and welfare. Partnerships with parents are poor. The childminder does not involve them in their children's learning and progress adequately to help improve outcomes. The childminder is keen to improve. For example, she recently joined a local area network group to discuss good practice. However, the impact of this on children's outcomes is not evident. Self-evaluation is weak as the childminder does not identify key weaknesses that result in breaches of requirements or the effect of these on children's learning and care.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a poor knowledge of the different areas of learning, including physical development, and of how to sustain children's interests. For example, when children wanted to actively play with cars, the childminder tried to direct them to her choice of activity, rather than theirs. The childminder's interactions with children are weak. She does not promote children's language and communication skills adequately. For example, she does not know how to help children make progress from saying single words to making simple sentences. The childminder does not understand the importance of assessing children's progress at the right time, including when they are two years old. Although she has made observations of children's learning, she is not clear about how to use these to plan for children's next steps in learning. There are very few opportunities for children to explore or investigate for themselves. The childminder does not consider how to use the

environment to celebrate or enhance children's learning.

p.4

Personal development, behaviour and welfare are inadequate

The childminder promotes children's personal development poorly. She does not foster their independence skills. For example, children who are capable of walking are carried to the sink, where the childminder washes their hands for them. Children do not have free access to drinking water as required. The childminder has a weak understanding of how to teach children about the world around them, including how to respect and value the similarities and differences in others.

p.4

Outcomes for children are inadequate

The childminder has a limited understanding of how children learn and develop. They do not develop the key skills they need for their future learning.
