children and young people since the most recent full inspection

This home was judged Requires improvement at the full inspection. At this interim inspection Ofsted judge that it has improved effectiveness .

p.2

children and young people since the most recent full inspection

Since the last inspection, the manager has registered with Ofsted. The home has improved effectiveness as there continues to be sustained improvement in the functioning of the home. This is evident in the environment, as the home is much more homely and welcoming; in the care of young people which continues to improve in quality; and in the overall leadership and management of the home which continues to prioritise outcomes and progress for young people. A young person stated to the inspector: ‘Staff are cool. The manager is really good. She listens. It’s better since you came here last, staff spend more time with us.’ Another young person stated: ‘Staff are nice, they don’t get in your face. I like my room. The food is really nice.’

children and young people since the most recent full inspection

The aims and objectives of the home have changed since the last inspection. The provider has begun to offer very short term, emergency care to young people placed by the local authority, in a part of the home previously used for semi- independent provision. The preparation and organisation of this resource is thorough. Young people under the protection of the police or with nowhere else to go are greeted and cared for by a confident and caring staff team. They are provided with a clean, welcoming environment and a place to sleep. Every effort is made by the staff team to support young people during their short stays. Careful consideration has been given to the impact on young people who permanently reside in the home ensuring it is minimal, with one stating, ‘we don’t even know they are there.’ The positive implementation of this new service demonstrates the management team’s skill in improving the functioning of the home for the benefit

p.2

children and young people since the most recent full inspection

Young people receive high quality care and respond well to the clear guidance and boundaries in place, their care plans are progressed in conjunction with their placing authorities. Incidents of challenging behaviour, or incidents where police support is required to help staff manage young people’s behaviour, are rare. However, on one occasion, following a significant incident, there was a lack of robust reflection and consideration of the impact of the event or what could be done to improve practice. Although some efforts were made to help staff debrief, the registered manager’s response was not robust. The provider began its own review into the incident, however this is not complete. Therefore, this lack of monitoring and review means the opportunity for staff and the management team to consider lessons learnt and provide reflection on practice has not been effective.

What the inspection judgements mean

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the Inspection of children's homes: framework for inspection.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
