This provision is inadequate

 The childminder failed to follow her safeguarding procedures to refer child protection concerns to the local children's services agencies. Failure to follow procedures puts children at risk.  The childminder does not use observations to assess children's progress, identify any gaps in their learning, or plan challenging and purposeful experiences across all areas of learning to help children make sufficient progress.  Some children do not have daily opportunities to play and learn outside.  The childminder does not build effective working partnerships with other settings children attend. She does not share relevant information with them to promote a shared approach to children's learning and development.  The childminder does not always ensure parents are informed of all aspects of the educational programmes.  The childminder distracts children from tasks they find interesting. This does not help

them build their concentration skills or motivate them to progress and achieve well.  The childminder does not have a good understanding of her weaknesses in practice to implement effective plans which drive continuous improvements.

p.1

It has the following strengths

 Children are generally happy and occupied during their time with the childminder.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 implement the policy and procedures for safeguarding children, in line with Local Safeguarding Children Board guidance, so that any indications that a child may be at risk of abuse or neglect are reported to local statutory children's services in a timely way 03/12/2015

p.2

Due Date

 plan challenging and purposeful experiences for children across all areas of learning, based on their interests and individual developmental needs, that help them make good progress 03/12/2015

p.2

Due Date

 complete regular and accurate assessments of children's development to identify any gaps in children's learning to ensure they make expected progress 03/12/2015

p.2

Due Date

 develop effective working partnerships with others involved in children's development to promote the learning and development of all children and to ensure they are ready for school 01/02/2016

p.2

Due Date

 plan and provide outdoor play and learning opportunities for children on a daily basis. 03/12/2015 To further improve the quality of the early years provision the provider should:

p.2

Due Date

 strengthen partnerships with parents so they are aware of the importance of all aspects of the educational programmes  increase opportunities for children to become absorbed in their own play and build on their own learning  evaluate practice effectively to target actions which improve outcomes for children.

p.3

Inspection activities

 The inspector observed children playing with toys and engaged in activities with the childminder.  The inspector considered the views of parents through discussions held on the day.  The inspector toured parts of the childminder's house used for childminding.  The inspector held discussions with the childminder about how she manages her practice.  The inspector sampled a range of documentation including children's records and the safeguarding policy.

p.3

Effectiveness of the leadership and management is inadequate

The childminder does not meet the requirements of the Early Years Foundation Stage and the Childcare Register. Safeguarding is ineffective. The childminder does not report all concerns about a child's welfare to the relevant authorities. The childminder has not sufficiently addressed the recommendations from the previous inspection. She does not monitor children's progress to identify any gaps in development. The childminder does not attend training to keep her skills and knowledge up to date. This negatively affects children as she does not improve her quality of teaching to help them make good progress. The childminder does not use self-evaluation well to identify areas to improve, particularly the breaches in requirements. The childminder does not work effectively in partnership with other settings children attend. She does not share sufficient information regarding children's development to promote continuity in their learning.

p.4

Quality of teaching, learning and assessment is inadequate

Children do not make sufficient progress in all areas of learning. The childminder does not plan purposeful play activities based on their interests. Although she prepares some activities ready for their arrival, she tends to follow children's spontaneous play choices. She does not plan well enough to build on what children already know and can do. Children do not consistently have the opportunity to explore their chosen activities because the childminder tries to move them on to something else. Children do not learn to develop their concentration skills or feel fulfilled from their investigations. Children do not have the opportunity to become independent learners. This does not prepare them well for their next stages in learning.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management compromise children's welfare. The childminder does not encourage children to become motivated to learn or develop feelings of achievement because she does not provide sufficient challenge in their learning. Smaller children do not learn to take part in exercise or increase their physical capabilities because the childminder does not plan outdoor play experiences. Furthermore, younger children do not learn the social skills needed for school. They rarely mix and socialise with other children. The childminder shares information with parents about their children's care needs. Parents report positively about the care their children receive. The childminder does not explain to parents the importance of promoting all aspects of children's development, in particular their physical and social skills.

p.4

Outcomes for children are inadequate

Children do not have challenging opportunities that extend their existing skills across all areas of learning. They are not prepared well for their next stage in learning.
