This provision is good
Children enjoy strong relationships with staff. As a result, they are happy and keen to learn, and rapidly grow in self-assurance. Staff provide a good range of interesting, stimulating activities for the children. They can choose whether to play indoors or outdoors, which helps to develop their decision- making skills. Staff are highly skilled in using effective questions to make the children think, and they use sign language to help support children's language development and communication skills. Children are making good progress from their starting points. This is due to the good quality teaching provided by the staff. Children, including disabled children and those who have special educational needs, are making significant progress. Staff promote children's independence skills well. For example, children serve themselves their snack and pour their drinks during snack times. Management is effective in its role. The chair of the committee and the provider make

regular checks to ensure staff's ongoing suitability and up-to-date knowledge and skills.

It is not yet outstanding because:
Although staff help children to understand the cultures of some children, they do not use all information given to them to promote children's understanding of the lifestyles and practices of all children in the pre-school.

What the setting needs to do to improve further
To further improve the quality of the early years provision the provider should:

Inspection activities
The inspector observed activities in the main play areas and the garden. The inspector spoke with the chair of the committee, the provider and staff at appropriate times during the inspection. The inspector sampled documents, including safeguarding policies and children's files. The inspector carried out a joint observation with the provider.
p.2
Effectiveness of the leadership and management is good
Safeguarding is effective. All staff have a clear understanding of child protection and the procedures they would follow if they had any concerns. The provider has a robust recruitment procedure in place making sure staff are suitable, and she carries out regular supervision meetings to identify training needs. Children benefit from the training as this enables the staff to provide good quality activities. Procedures to enhance the safety of the children include risk assessments and fire drills, which enable staff to teach the children what to do in the event of an emergency. Staff work well with the local early years team and other professionals to meet children's individual needs. Staff take account of the views of parents and children when reviewing the effectiveness of the pre-school and making improvements.
p.3
Quality of teaching, learning and assessment is good
Staff carry out detailed observations and assessments on all children. All staff have a clear understanding of all children's next steps in learning and use them successfully to inform their planning. Staff work closely with parents and others who care for the children. They share children's stages of development, next steps and developmental reports so that they can all work together to enhance children's learning and development. Staff track children's progress well allowing them to identify areas to work on next. Children cooperate well with each other and are enthusiastic in their play and learning. They take turns to tell a toy their name, what food they like and to sing a song, clapping the beat as they sing.
p.3
Personal development, behaviour and welfare are good
Children enjoy exploring a well-stocked pre-school. Staff are consistent in their approach to behaviour management and children's personal development. For example, they make good use of the term 'Where are your bunny ears?' This teaches the children to respect the views of others. Children enjoy playing outside. Staff make sure resources are appropriate for the weather. For example, children used large chalks to draw on walls instead of paper, so the drizzle did not ruin their drawings. Children also develop their physical skills indoors, for example, dancing with ribbons after choosing which colour.
p.3
Outcomes for children are good
Staff provide good quality teaching that enables children to progress well with their learning and development. Staff set realistic targets for the children to work towards. Children are gaining the necessary skills for their future development. For example, they are learning how to dress and undress themselves during role play activities.
