This provision is inadequate
The childminder does not ensure that people who have unsupervised access to children are suitably vetted, including gaining enhanced Disclosure and Barring Service checks. The childminder, nor her assistants, hold a current paediatric first-aid qualification. The childminder has failed to notify Ofsted of changes to household members and assistants, or a change in the type of provision she is offering. The childminder does not provide assistants with enough information or training to ensure they are clear about their roles and responsibilities, including in areas such as safeguarding children. The childminder does not maintain accurate records about the children she cares for. The childminder does not monitor children's progress and development closely to enable her and her assistants to identify and plan accurately for the next steps in their learning. This means that children do not make good progress and are not fully

prepared for the next stage in their learning. The childminder does not reflect on her practice or increase her knowledge and skills. She fails to identify weaknesses or breaches in the requirements, including those of the Childcare Register. Her capacity to improve is weak.

Inspection activities
The inspector observed activities in the childminder's home. The inspector spoke to the childminder, assistants and children at appropriate times during the inspection. The inspector looked at children's records, planning documentation and a sample of other documentation, including policies and procedures. The inspector took account of the childminder's self-evaluation and feedback from parents.
p.4
Effectiveness of the leadership and management is inadequate
The childminder does not have a sufficient understanding of the requirements. She has failed to notify Ofsted of changes to household members and changes to people working with her. She sometimes works with more than two assistants, which she is not legally allowed to do under her current registration. She has not informed Ofsted of this or applied to register as Childcare on Domestic Premises. Safeguarding is not effective. Assistants, who are sometimes left alone with children, have not been subject to any checks or vetting. This puts children at significant risk. The childminder has an adequate understanding of safeguarding procedures. However, she does not provide training for her assistants, to ensure they are clear about their roles and responsibilities in identifying and reacting to concerns. The childminder has not identified that her first-aid qualification has expired. None of her assistants have first-aid qualifications, even though they are

sometimes alone with children, such as on school pick-ups. As well as putting children at risk, this demonstrates that the childminder does not reflect on her practice well enough.
p.5
Quality of teaching, learning and assessment requires improvement
Children engage in activities, which are generally appropriate for their age and stage of development. For example, during the inspection they explored the range of natural objects from the treasure basket. They received some support from the childminder and her assistants during their play, which increased their use and understanding of language. The childminder does not identify children's starting points or monitor children's progress well enough. This means that neither the childminder nor her assistants have a good understanding of the next steps in children's learning. Therefore, at times, activities fail to challenge children or engage them sufficiently to help them make good progress. For example, during the inspection, children helped to chop up fruit for snacks. The childminder placed her hand over the children's hands as they cut. This prevented them from extending their skills or testing out ideas to help them achieve by themselves.
p.5
Quality of teaching, learning and assessment requires improvement
Parents state that they are happy with the daily exchange of information from the childminder, which keeps them informed about events and activities. Informal links to share information with other settings are in place.
p.5
Personal development, behaviour and welfare are inadequate
Children's health and safety is not protected due to weaknesses regarding recruitment and training. The childminder does not maintain detailed records about children's individual needs. This means that in an emergency, information is not easily at hand to enable the childminder or assistants to react promptly to keep children safe. Children settle with the childminder, calling out to her and her assistants by name. The childminder reminds children of behaviour expectations, helping them to develop effective relationships.
p.5
Outcomes for children are inadequate
Children are generally happy to engage in activities. However, they are not supported in extending their skills during their play to help them make good enough progress.
