This provision is inadequate
The childminder does not effectively use information gathered from observations and assessments. She does not plan activities to ensure children are routinely engaged in purposeful play that promotes their learning and development. Children's safety is compromised. Safeguarding procedures do not include the use of mobile phones and cameras in the setting. Risk assessment processes are not effective. The childminder is not aware of her responsibilities under data protection legislation. The childminder does not consistently maintain good standards of hygiene in order to prevent the risk of cross-infection. Self-evaluation is not effective in identifying weaknesses and bringing about continuous improvements.
p.1
It has the following strengths
Children are happy and share positive relationships with the childminder. They demonstrate a sense of belonging and show care and consideration towards each other. Children behave well. The childminder is warm and friendly. She encourages children's independence from an early age. Children are able to access a reasonable range of resources independently. There are established partnerships with parents and other early years providers. This helps to promote children's care.

p.3
Inspection activities
The inspector viewed all parts of the childminder's home used for childminding. The inspector observed play, learning activities and spoke to the childminder and children at appropriate times during the inspection. The inspector carried out a joint observation with the childminder. The inspector checked evidence of the childminder's qualifications and viewed a range of policies and procedures. The inspector spoke to parents and took account of the views of parents from written comments.
p.3
Effectiveness of the leadership and management is inadequate
The childminder does not have a thorough knowledge of the Early Years Foundation Stage requirements. This has a significant impact on children's learning and development, safety and welfare. The childminder meets regularly with other childminders, but does not use any knowledge gained to drive improvement. Self-evaluation procedures do not yet identify and target weaknesses. Recommendations from the childminder's previous inspection have not been fully addressed. Safeguarding is not effective. The childminder does not have procedures in place with regard to the use of mobile phones and cameras in her setting. However, she is knowledgeable about the possible signs of abuse and has policies and procedures in place to identify and report concerns. The childminder uses a computer program to record the children's observations and assessments which can be accessed by parents online. However, she is not aware of the legislation around the safe

use of data. The childminder carries out regular fire evacuation procedures with the children. However, she does not ensure the fire blanket is easily accessible. The lock on the front door is not consistently used to prevent older children from leaving or unauthorised people entering the setting.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder records observations on a computer program which generates the children's next steps and assesses their progress. However, the childminder does not use this information to plan activities based on their individual needs and interests. Children enjoy painting using different tools and making marks. The childminder offers praise for their efforts which encourages them to persevere and be proud of their achievements. She uses adequate teaching strategies, such as asking questions and making comments as children play. Children are developing reasonable communication skills. The childminder takes children to local groups where they learn to socialise with other children and engage in other activities. This helps children gain some basic skills to prepare them for their next stage in learning.
p.4
Personal development, behaviour and welfare are inadequate
Children are supervised by the childminder as they ride wheeled toys at the front of the house. However, risk assessments do not consider the safety and security of the children in this open area which accommodates parking spaces for other houses. The childminder teaches children to wash their hands before eating which promotes their understanding of good hygiene. However, procedures to change children's nappies are unhygienic. The childminder promotes children's health, and they enjoy healthy and nutritious meals and snacks. Children are able to access the well-resourced, enclosed back garden on a daily basis. This provides children with fresh air and exercise.
p.4
Outcomes for children are inadequate
Children are not making enough progress given their starting points. The childminder does not effectively monitor their progress to ensure that there are no gaps in their learning and development.
