This provision is inadequate

 The childminder has not informed Ofsted of changes to her assistants or ensured they have completed the required suitability checks. These are also breaches of requirements for the Childcare Register. At times, the childminder has worked with more than two assistants, which breached her registration requirements.  The childminder lacks awareness of how to promote positive behaviour. This affects how children build their confidence and self-esteem.  The childminder does not fully safeguard children as she lacks awareness of some aspects of safety. In addition, she does not keep an accurate daily record of the key persons who work with the children.  The childminder is unaware of the high noise level in the home, which does not enable children to concentrate fully. She is disorganised with routine tasks, meaning that children have to wait a long time for their individual care needs to be met.  The childminder's assessments of children's development are not accurate and do not

help her to plan enough age-appropriate activities. She does not effectively evaluate her practice and has not identified areas that require improvement.

p.1

It has the following strengths

 The childminder provides opportunities for children to experience play outside the home, which supports them to develop their physical and social skills.  The childminder devotes the whole of the ground floor of her home for childminding and makes this a welcoming and attractive environment.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage and the Childcare Register the provider must:

p.2

Due Date

 improve self-evaluation processes to accurately assess the strengths and weaknesses of the provision and identify where teaching needs improving to be of a consistently good quality.

p.3

Inspection activities

 The inspector observed the childminder, assistants and the children, and spoke with the childminder and assistants about children's learning.  The inspector spoke with the childminder at appropriate times throughout the inspection regarding her practice and the arrangements for observation, assessment and planning.  The inspector checked the documentation the childminder uses to support her practices.  The inspector discussed self-evaluation with the childminder.  The inspector spoke to one parent.

p.3

Effectiveness of the leadership and management is inadequate

The childminder does not meet all requirements of the Early Years Foundation Stage. She has not informed Ofsted of changes to her assistants and has not ensured they have all completed the required suitability checks. In addition, the childminder has been working with more than two assistants at any one time, which is not permitted by her registration. Ofsted does not intend to take action in relation to these breaches on this occasion. Safeguarding is not effective. Although the childminder uses a risk assessment process, she has not considered the risk of young children sleeping in bunk beds unsupervised. However, the childminder has a sound awareness of the procedures to follow should she have concerns about a child's welfare. Although the childminder keeps a record of the children's attendance, she does not keep a record of the key persons working with the children. Although the childminder does evaluate her practice, she does not identify where

p.4

Effectiveness of the leadership and management is inadequate

she needs to raise the quality of the provision. This includes the professional development and mentoring of her assistants.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a weak knowledge of the learning and development requirements. She makes some observations and assessments on children's development, but these are not sufficiently precise or accurate to enable her to plan effectively to meet children's individual needs. In addition, the childminder is disorganised and does not make best use of the available space. This results in children getting frustrated as they often have to wait while she sets up activities. Furthermore, at times the noise level is high and this affects children's concentration. Children enjoy exploring the pretend bugs and insects using magnifiers and identifying different features, such as spots on a ladybird. However, as the childminder lacks awareness of how to plan effectively, she does not incorporate other areas of learning into this experience to extend children's thinking effectively.

p.4

Personal development, behaviour and welfare are inadequate

The childminder has a good range of resources. However, she does not organise the resources and activities to enable children to access these independently and play alongside each other comfortably. The childminder reminds children about sharing the toys. However, at times, there are not always enough of children's favourite toys accessible, particularly for the younger ones. This results in children taking toys off each other. The childminder lacks awareness of how to manage behaviour difficulties in a positive way. This does not fully support children's self-esteem and confidence. The childminder keeps parents informed about their child's day through daily conversations.

p.4

Outcomes for children are inadequate

Children do not make the best possible progress due to the weaknesses in teaching. This means that they are not as well prepared as possible for the next steps in their learning, including their move to school. Overall, the outcomes for children are not good enough.
