This provision is inadequate

 The childminder and her assistant do not consistently maintain standards of hygiene which promote children's good health. Not enough consideration is always given to minimising the risk of accidents during activities.  The childminder does not ensure that all care practices promote children's physical and emotional well-being, including those for children who need to sleep.  The childminder has not provided evidence that valid public liability insurance is in place and, therefore, not all required documents are available for inspection.  The childminder has not ensured that the assistant has a secure knowledge of the signs that may indicate possible abuse of children or the setting's safeguarding policy and procedures.  The childminder does not always make effective use of assessment to determine children's starting points and progress in learning. Precise levels of challenge are not provided for individual children in order to consistently promote good progress in all

p.2

Due Date

 improve the use of all opportunities for children to develop self-help skills  improve the use of reflection in order to bring about continuous improvement in practice and prevent breaches in requirements.

p.3

Inspection activities

 The inspector viewed the areas of the premises used for childminding.  The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector completed a joint observation with the childminder.  The inspector looked at relevant documentation related to the provision for children's welfare and learning, along with evidence of the suitability of those living or working on the premises.  The inspector and the childminder discussed how the childminder reflects on her practice in order to bring about continuous improvement.  The inspector spoke to children and the assistant at appropriate times during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

The childminder's poor understanding of requirements has resulted in a number of breaches that have a significant impact on children's learning and well-being. The lack of evidence of valid public liability insurance means that the childminder cannot demonstrate that she is adequately insured when caring for children. As risk assessment is not thorough before some activities, the risk of accidents to children is increased. Not enough consideration is given to the floor space needed for some larger resources and the needs of all children present, including babies who are crawling. This puts children at risk of harm. As the childminder does not robustly check the assistant's practice and knowledge she has not identified areas where these are weak and contribute to breaches of requirements. The arrangements for safeguarding are ineffective. The childminder has not ensured that the assistant has a secure knowledge of the safeguarding policy and the

signs of possible abuse of children. However, the childminder's understanding of how to report and identify concerns is secure. The childminder does not make effective use of reflection to identify where she or her assistant are in need your training to develop their skills and knowledge.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not always establish the starting points for children's learning or frequently monitor their progress. The activities offered do not provide levels of challenge which are always accurately matched to children's needs, in part due to the infrequency of assessment. Children make some progress in learning due to activities meeting some of their learning needs. However, progress in all areas is not good and some children do not quickly gain all the skills needed to be ready for school. Opportunities for promoting children's learning are missed. The childminder does not recognise all of the areas of learning that can be incorporated into activities in order to increase challenge. The childminder has also not ensured that her assistant has a secure knowledge of the areas of learning and development in order for her to make effective use of resources and promote children's good progress.

p.4

Personal development, behaviour and welfare are inadequate

Not all children are provided with adequate sleeping arrangements which meet their needs. Instead, they are expected to sleep on a chair in an area which sometimes has several other children playing noisily in it. The childminder does not regularly offer water to the children. This limits the opportunities for them to learn to manage their own needs. The storage of dummies is not adequately hygienic to promote children's good health. The assistant sometimes demonstrates poor hygiene practice, indicating a lack of effective supervision. She holds food that she has picked up from the floor, which is accessible to pets, while cutting up other foods on children's plates. The childminder does not make effective use of opportunities to teach children why handwashing before eating is important, including when they show curiosity about why they should do this.

p.4

Outcomes for children are inadequate

The childminder's practice does not help children learn how to keep themselves safe and healthy. Children are not learning the necessary self-care skills to ensure that they are well prepared for their next stage of learning. Children are confident and show interest when exploring resources.
