Previous inspection: Not applicable How well the early years provision meets the needs of the range of children who attend Requires improvement The contribution of the early years provision to the well-being of children Requires improvement The effectiveness of the leadership and management of the early years provision Requires improvement The setting does not meet legal requirements for early years settings

p.1

This provision requires improvement. It is not yet good because:

 The childminder has not notified Ofsted of changes to staff and persons in her household within the required time. This is a breach of the requirements of the Early Years Register and the associated Childcare Register.  The childminder does not have all the written policies required for the Childcare Register. This includes written safeguarding and complaints statements.  The childminder does not exchange information about children's care and learning with other early years settings that they attend. This does not promote consistency in children's learning and development.  Teaching is at times directive and too adult-led, which does not allow children to make their own choices during play. There are not always sufficient toys and resources to hand to encourage children to become independent learners.  The childminder does not fully promote or make effective use of children's cultures or languages heard at home within the environment. She does not always promote

children's independence through routine activities.

p.1

It has the following strengths

 The childminder and assistant are effective role models and consistently use the same behaviour strategies. These help children to understand boundaries and learn to take turns and share. As a result, children behave well.  Children enjoy their time at the childminder's home and are generally occupied in activities that interest them.

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 improve knowledge of significant events that must be notified to Ofsted and the required time scale; for example, changes to household members or staff members  ensure all activities are not over directed and provide children with appropriate challenge  improve partnerships with other settings children attend in order to share information regarding their learning and development to support progress.

p.2

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

p.2

What the setting needs to do to improve further

 review the organisation of the routine to ensure it promotes children's independence to provide positive learning experiences for all children  maximise opportunities for children to see and hear their home language and culture within the daily routines and environment.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 improve knowledge of changes of circumstances that Ofsted must be informed of within required timescales (compulsory part of the Childcare Register)  implement a written statement of procedures to be followed for the protection of children (compulsory part of the Childcare Register)  implement a written statement of procedures to be followed in relation to complaints (compulsory part of the Childcare Register)  improve knowledge of changes of circumstances that Ofsted must be informed of within required timescales (voluntary part of the Childcare Register)  implement a written statement of procedures to be followed for the protection of children (voluntary part of the Childcare Register)  implement a written statement of procedures to be followed in relation to complaints (voluntary part of the Childcare Register).

p.2

Inspection activities

 The inspector observed activities in the childminder's home both inside and in the garden.  The inspector spoke with the childminder, assistant and children at appropriate times throughout the inspection.  The inspector reviewed the children's assessment records and a selection of policies and procedures.  The inspector carried out a joint observation with the childminder.  The inspector listened to the views of a selection of parents.

p.3

who attend. This requires improvement

The childminder understands how to promote children's learning and she plans activities that interest the children but do not always challenge them. These activities tend to be over directed as she questions and instructs the children too much. For example, during a painting activity, the childminder was telling the children what to paint. As a result, children do not develop their independence and creativity to try out their own ideas. She gathers information from parents about the children's prior knowledge and understanding. She uses this information together with observations and assessments to enable children to make steady progress in their learning. The childminder helps to prepare children for school, for example, as they have opportunities to learn early reading skills.

p.4

requires improvement

The childminder is aware of the children's cultures and home languages. However, does not use these effectively within the environment to extend all the children's knowledge of different cultures and customs. The childminder and her assistant interact positively with the children. However, they do not make the most of all opportunities in the routine to develop the children's independence and learning. For example, children sit and wait while the childminder and assistant hand around the fruit and water for snacks. The childminder supports the children to develop their physical skills as they go to the park and run in the large outdoor area. She uses these opportunities together with snacks and lunchtime to discuss healthy food and exercise.

p.4

provision requires improvement

The childminder fails to ensure that she meets all legal requirements of the Early Years Register and Childcare Register. Ofsted have not been notified of changes to staffing and members of the household as required. This shows that the childminder does not have a secure understanding of events that she must report to Ofsted. However, there is no significant impact on children's well-being because staff and members of the household have suitability checks. The childminder has a strong relationship with her parents and shares information about children's learning and ideas for home learning. However, she does not exchange learning information with the other early years settings children attend. This does not support continuity of care and learning. Both the childminder and her assistant have a good understanding of safeguarding procedures. They are aware of the procedures to follow should they be concerned about a child in their care. The

childminder monitors the work of her assistant and provides support through discussions and training. She shows a commitment to improving her knowledge through training, although the impact of this is not yet evident in her practice.
