The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder does not prioritise children's safety and welfare. She does not identify hazards outdoors that pose a potential risk to children. Furthermore, the childminder does not always supervise young children while they are outside. This poses a significant risk to the safety of children.  The childminder does not have a good enough understanding of child development or how children learn. She does not use the information from observations and assessments to plan exciting activities that support children's progress.  The quality of teaching is weak. The childminder does not interact effectively with children. Therefore, she does not support their communication and language.  The childminder does not make the best use of the outdoor spaces or the resources she provides for children to support their learning and development.  Partnerships with parents are weak. The childminder does not keep parents informed

about their child's learning, in order for them to continue this at home.

p.1

It has the following strengths

 The childminder provides children with a clean and tidy indoor environment.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take the following enforcement action:

p.2

What the setting needs to do to improve further

We will issue a Welfare Requirements Notice requiring the provider to:

p.2

What the setting needs to do to improve further

take all reasonable steps to protect children's safety and welfare by identifying and minimising all risks

p.2

What the setting needs to do to improve further

ensure that children are effectively supervised and within sight or hearing.

p.2

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 consider the needs, interest, and stage of development of each child, then use this information to plan meaningful activities that challenge and extend each child's learning and development across all areas of learning  promote children's communication and language development through purposeful interaction during their play  instigate a two-way flow of information with parents regarding their child's learning and development, in order that they may guide their learning at home  ensure the outdoor area is safe and stimulating and that better use is made of the toys and equipment, so that children who enjoy learning outdoors have their needs met and are motivated to learn.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 ensure the premises and equipment used for the purposes of childcare are safe and suitable for that childcare (compulsory part of the Childcare Register)  keep the following records, the name, home address and date of birth of each child who is looked after on the premises and the name, home address and home telephone number of a parent (compulsory part of the Childcare Register)  ensure the premises and equipment used for the purposes of childcare are safe and suitable for that childcare (voluntary part of the Childcare Register)  keep the following records, the name, home address and date of birth of each child who is looked after on the premises and the name, home address and home telephone number of a parent (voluntary part of the Childcare Register).

p.2

Inspection activities

 The inspector observed the activities and experiences offered to children, both inside and outdoors.  The inspector and the childminder discussed the activities and experiences provided for children.  The inspector looked at relevant documentation, including the children's records and the policies and procedures.  The inspector talked to children throughout the inspection and ensured their views were taken into account.

p.3

who attend. This is inadequate

The childminder plans inappropriate activities for children that do not effectively challenge and extend their learning. She does not always use her observations and assessments to plan for their individual learning and does not take into account their interests when planning. This does not motivate children to learn or ensure they make good progress across all areas of learning. The childminder does not interact well with children, in order to support their communication and language. This significantly hampers their progress and does not ensure that children acquire the skills needed for school. The childminder does not involve parents well enough in their child's learning. The information the childminder shares with parents does not have a sharp enough focus on children's learning or provide them with any guidance to help them support this further. This is because the childminder does not have a good understanding of how to promote children's learning.

p.4

inadequate

The safety and well-being of children are significantly compromised. The childminder does not identify and minimise potential hazards in either of her gardens that pose a threat to children while they play. The outdoors area is not a safe environment for young children to explore and is not suitable. Furthermore, young children are allowed to play outside unsupervised by the childminder and they are not within sight or hearing of her. In addition, the childminder does not use the outdoors to best effect to promote children's learning and development. Although, the childminder provides children with a good range of resources, she does not use them effectively to ignite their interest. They do have access to some equipment that provides basic support for their physical development. Children are confident and they have settled in well. They behave and play cooperatively with their friends. The childminder is warm and welcoming and praises children for their

kindness. She provides some opportunities for children to be independent.

p.4

provision is inadequate

The childminder has an inadequate understanding of the requirements of the Early Years Foundation Stage. The childminder's practice for checking the environment to ensure it is safe and stimulating is weak. She does not ensure young children are adequately supervised. The childminder does not reflect on the activities to ensure they meet children's needs, are interesting and support their progress. The childminder does not identify priorities for driving ongoing improvement. However, some actions from her previous inspection have been addressed. She has attended a paediatric first-aid course and toys are washed, when required, to ensure they are hygienic. The childminder provides a range of resources for children to draw and paint with, although, these are not used effectively to promote learning. Furthermore, she has made sure the hallway does not present a hazard to children. The childminder has attended some training but the

impact of this on children's learning is limited. She provides some information to teachers when children move on to school.
