The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder's understanding of the requirements of the Early Years Foundation Stage is inadequate. She is not fully aware of her responsibilities to maintain children's safety and welfare or to help them learn and develop.  Children's safety is compromised. This is because, on occasions, an unvetted person is left in sole charge of children. In addition, the childminder has not informed Ofsted of a number of significant events.  The childminder does not provide appropriate support for children's learning and development. She is not using the observations of children or assessments of their progress effectively to identify their next steps in learning. This means children are not challenged to help them to move forward in their learning.  Children are not provided with a balanced range of activities and are mainly left to play by themselves. Interaction is mainly supervisory as the childminder does not plan

activities, which means that children do not make sufficient progress.  The childminder does not have robust plans in place to maintain continuous improvement or identify breaches in requirements. This means she has not made improvements to raise the quality and standards of care and education for children.

p.1

It has the following strengths

 Children are happy, settled and confident in the childminder's care. They sustain their play with some resources they like and play cooperatively with their friends.  Children learn suitable hygiene practices through the daily routines established by the childminder.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take the following enforcement action:

p.2

What the setting needs to do to improve further

We will issue a Welfare Requirements Notice requiring the provider to:

ensure that people whose suitability has not been checked are not allowed to have unsupervised contact with children being cared for.

p.2

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 develop knowledge and understanding of the learning and development requirements to ensure children are provided with a balanced range of adult-led and child-initiated play experiences, which follow their interests and provide purposeful learning experiences  ensure observation and assessments are used to identify children's level of achievements and to identify and plan challenging next steps to support children's good progress in all areas of learning.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 ensure that any person having unsupervised contact with children is suitable to be in regular contact with children and an enhanced Disclosure and Barring Service check has been obtained through Ofsted in respect of that person (compulsory part of the Childcare Register)  inform Ofsted of any significant event which is likely to affect their suitability (compulsory part of the Childcare Register)  ensure that any person having unsupervised contact with children is suitable to be in regular contact with children and an enhanced Disclosure and Barring Service check has been obtained through Ofsted in respect of that person (voluntary part of the Childcare Register)  inform Ofsted of any significant event which is likely to affect their suitability (voluntary part of the Childcare Register).

p.2

Inspection activities

 We carried out this inspection as a result of a risk assessment, following information we received about this provider.  The inspector observed activities in the childminder's home.  The inspector spoke with the childminder and children at appropriate times throughout the inspection.  The inspector looked at children's records and a selection of policies and procedures.  The inspector checked evidence of the suitability of household members over 16 years and checked the qualifications of the childminder.

who attend. This is inadequate

The quality of teaching is inadequate. The childminder makes some observations of children's learning. However, she does not use the information gathered effectively to accurately assess or plan for children's individual development. This means that children are not making sufficient progress in their learning. The childminder does not provide appropriate support for children's learning, which means they do not gain all the skills they need for their future learning. While there is some limited interaction during play, children are not challenged. The childminder does not speak to children or question them meaningfully as they play. As a result, they are not encouraged to develop their early communication and language skills. The childminder provides toys which she knows that children enjoy, such as small-world play and construction materials. The children play well together, they are able to negotiate and play cooperatively.

p.4

inadequate

Children's safety is significantly compromised because the childminder leaves children with an unvetted person while she goes on the school and nursery runs. Therefore, children's welfare and safety are not assured. The childminder creates a warm, welcoming environment for each child and their family. She uses appropriate safety equipment and procedures to reduce the risk of accidents in her home. Children generally enjoy their time with the childminder. However, the activities and resources available do not provide enough interest and challenge. The childminder gathers adequate information from parents about their child, to ensure children's care needs are met. Settling-in procedures are flexible and agreed with parents. This appropriately supports children's move from home to the childminder's care. The childminder uses praise to promote children's self- confidence. Children behave well and are happy and confident in her home. The

childminder makes sure children eat well and provides regular drinks to ensure they stay hydrated. Children develop independence by making decisions about what to play with. The childminder provides parents with daily information about their children's care and activities, in order to keep them informed about these.

p.4

provision is inadequate

Leadership and management are ineffective. The childminder has not informed Ofsted of relevant issues that have occurred over the past few months, such as changes to people living or working on the premises. This inspection was prioritised following concerns raised to Ofsted. Despite holding an appropriate qualification at level 3, the childminder has not kept up to date with changes to legislation or practice. She has not sought to develop her knowledge or skills through external guidance or support. The systems to monitor the delivery of the educational programmes are not robust enough. The childminder does not monitor the quality of teaching and the progress made by children. This has an impact on her ability to provide enough challenge in her planning for all children. The childminder does not understand the importance of reflecting on her practice and knowledge, in order to identify where improvements can be made. The childminder has a suitable

understanding of the possible signs of abuse and the procedures to follow if she has a concern about a child in her care. She is aware of how many children she can care for at any one time and is careful to stay within these numbers.
