p.4
Information about this inspection
This inspection was carried out under the Care Standards Act 2000.
p.4
Summary of findings
This inspection found a number of breaches in regulations. These impact on the overall care and support young people receive. When young people are admitted to the home, robust matching is not undertaken to ensure their needs and those of the other young people already living at the home can be effectively met. Staff support is provided through a core staff team supplemented by relief and agency staff. This impacts on the continuity of care provided and the opportunity for young people to form positive attachments. Behaviour management plans are in place for each young person. However, all staff do not adhere to these and this has led to the behaviours of some young people escalating, staff not being able to safely manage these behaviours, resulting in young people and staff being at risk of harm.
p.4
Summary of findings
All young people have detailed missing from home risk assessments in place to outline the procedure to follow if a young person leaves the home without permission. Staff adhere to these and where there has been a shortfallthe Registered Manager has taken appropriate action to address this. However, upon return to the home, independent return home visits are not routinely provided for young people to explore the reasons for their missing from home, identify any additional risks, including child sexual exploitation, and to inform future practice and necessary support.
p.4
Summary of findings
Significant events have not been notified to relevant agencies in a timely manner. This includes the local authority designated officer (LADO) or Ofsted, the regulatory body. This does not ensure action taken by the home addresses areas of concern in a robust and transparent manner to safeguard young people. Action is necessary to address and improve practice at the home. This includes robust leadership and oversight of the home by the Registered Manager to promote the welfare of young people. Staff must be suitably trained, supported and sufficient in numbers to provide care to enable young people to aspire to fulfil their potential ,and to enable them to develop positive relationships and attachments. The Statement of Purpose must be kept up-to-date to reflect the current staffing arrangements in the home and staff qualifications, skills, and experience. This is a key document which enables placing authorities to have information about the home

and the services provided to meet individual needs of young people.
p.5
Summary of findings
Young people must have the opportunity, following an episode of missing from home to have an independent return home interview. Where these do not occur or there is a delay, staff must challenge the placing authority to enable these to be undertaken in a timely manner, to explore the reason for their absence.
p.5
Summary of findings
The Registered Manager needs to ensure Ofsted and other relevant agencies are informed when serious events occur, for example, when young people are involved in child sexual exploitation. This enables effective oversight and monitoring by the regulator as well as ensuring those people with and interest in the safety and welfare of young people are informed to enable them to provide intervention and support as required. the guidance raising concerns and making complaints about Ofsted, which is available from Ofsted’s website: www.gov.uk/government/organisations/ofsted .
