The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder has a very poor understanding of the learning and development requirements. She does not know what children are expected to achieve at different stages of their development. She does not complete any assessments of children's progress and does not share information about their progress with other professionals.  The childminder does not have enough information about children's development, to plan effectively for their future learning. This means learning experiences do not target children's individual learning needs. Consequently, children are not supported to make good progress in all areas of learning.  The childminder has a poor understanding of the safeguarding and welfare requirements. As a result, she does not have sufficient knowledge to fulfil her role and responsibilities.  The childminder has not completed up-to-date safeguarding training and demonstrates a poor understanding of the signs and symptoms of abuse. This means, she cannot

identify if a child is at risk from harm or abuse.  The childminder does not adhere to the numbers of children she is permitted to care for at any one time.  The childminder is not aware of the weaknesses in her practice and is not sufficiently driven to improve the provision and her practice. As a result, little action has been taken to improve since the last inspection.

p.1

It has the following strengths

 The childminder obtains information about activities children enjoy while at the local nursery school. She plans similar activities in her setting. As a result, children enjoy some continuity in their learning.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 take swift and effective action to improve understanding of both the learning and development requirements and the safeguarding and welfare requirements  attend a child-protection training course to develop knowledge of the signs and symptoms of abuse, so that signs that children might be at risk from abuse and neglect are recognised, understood and responded to appropriately  develop a secure understanding of why assessments of children's learning, including the progress check for children aged between two and three years, are completed and the importance of them being shared with other professionals  use accurate assessments of children's progress to inform planning; take into account the individual needs, interests, and stage of development, to plan a challenging and enjoyable experience for each child that helps them to make good progress in all areas of learning  make sure that correct ratios are maintained at all times

p.2

What the setting needs to do to improve further

 develop a system to identify weaknesses in the provision and access appropriate training and professional development opportunities to improve practice.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 attend child-protection training to gain an understanding of how to identify and act on any indications that a child may be suffering from harm (compulsory part of the Childcare Register).

p.2

Inspection activities

 The inspector observed activities in the childminder's home.  The inspector spoke to the childminder and children at appropriate times during the inspection.  The inspector carried out a joint evaluation with the childminder.  The inspector looked at children's records, planning documentation, and a range of other documentation, including policies and procedures.

p.2

who attend. This is inadequate

The childminder has a poor understanding of what children should be achieving. She does not complete any assessments of their learning, including the required progress check for children aged between two and three years. She does not share information about children's progress with other professionals. This means, she does not have sufficient information about children's development to identify any gaps in their learning, or to inform her planning. Therefore, children are not always motivated to learn and do not make good progress because, they are not sufficiently challenged. The childminder provides a suitable range of resources that reflect children's interests, such as board games and puzzles. This means, they make some choices about their play. The childminder promotes early mathematics with children, by counting with them and helping them to recognise simple shapes. During children's play, the childminder sits with the

children and chats to them. She names objects and pronounces words correctly for them. As a result, children make some progress in developing their communication and language skills and develop some basic skills in preparation for school.

p.3

inadequate

The childminder has not attended recent training to update her knowledge of child protection. She has a poor understanding of the signs and symptoms of abuse. This means, she cannot identify if a child might be at risk from harm or abuse. The childminder does not adhere to the required ratios. She often exceeds the permitted numbers of children in her setting at any one time, so children do not always receive the attention and support they need. The childminder conducts risk assessments to identify hazards in the environment. This ensures the physical environment is secure for children to play in. Children enjoy outdoor play in the fresh air. The childminder promotes their independence in self-care routines in preparation for the eventual move to school. She knows about children's care needs, because, she works appropriately with parents to find out about these. Children's behaviour is suitably managed as the childminder uses age-appropriate

explanations that help children to develop their understanding of right and wrong

p.3

provision is inadequate

The childminder has a poor understanding of the Early Years Foundation Stage and of the legal requirements of the Childcare Register. This means her knowledge is not sufficient to fulfil her role and responsibilities. Therefore, children's safety and welfare is not promoted at all times. The childminder does not think enough about the strengths and weaknesses of her provision, or recognise where improvements are needed. However, she does offer parents opportunities to share their views. She has little understanding of the weaknesses in her practice, and the impact that these have on the children in her care. The childminder does not use professional development opportunities, such as further training, to help her to improve her knowledge and skills. As a result, her provision is not improving sufficiently to benefit the children who attend.
