The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder has failed to ensure that the requirements for using an assistant have been met. Children are often left in the sole care of adults who are not registered as an assistant. The person does not hold an appropriate paediatric first-aid qualification. As a result, children are not fully safeguarded.  Toys and resources within the outdoor environment are not always clean and safe when children are playing with them. Therefore, this poses a risk to children's health, safety and well-being.  The information gained from observations and assessments is not used often enough to plan challenging activities that fully support children's interests and next steps in learning. This is because there is little time for children to engage in activities at the childminder's home because they attend local social groups every day.  The childminder does not implement appropriate arrangements to monitor the

performance of all adults working directly with the children. Therefore, ongoing support and professional development needs are not clearly identified and supported in a timely manner to improve the quality of teaching and learning.  Parents are not made aware of the contact details for Ofsted. This is because the childminder does not display the parents' poster and the contact details on her complaints procedure are not accurate.

p.1

It has the following strengths

 The childminder is caring, friendly and calm. Secure emotional attachments are formed with children through robust induction procedures that are tailored to their needs. As a result, children are happy and assured because their emotional well-being is fostered.  Children are confident to try new activities and attempt to develop new skills. This is because they receive a great deal of encouragement and praise from the childminder.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 ensure that any person employed as an assistant who might be left in sole charge of the children holds an appropriate paediatric first-aid qualification and maintains this qualification in a timely manner at all times  ensure that all play resources in the outdoor environment are suitably assessed so that they are kept clean and safe for children to play with, particularly in relation to the sand and water tray outdoors  use the information gained from children's observations and assessments more frequently to plan challenging activities that are shaped to children's interests and fully support their next steps in learning and review how often children attend local social groups in order for this to be achieved  put appropriate arrangements in place to monitor the progress of any assistants to ensure that their professional development needs are identified and met in a timely manner through ongoing support and training, so that the quality of teaching and

learning is improved  ensure that the details of how to contact Ofsted are made available for parents at all times, for example, by displaying the parents poster and amending the contact details recorded on the complaints procedure issued to parents.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 ensure that the provision of any necessary training is secured for all those working with children to ensure that all staff have the suitable skills and experience to care for the children (compulsory part of the Childcare Register)  ensure that all necessary steps are taken to minimise any risks to the health and safety of the children (compulsory part of the Childcare Register)  ensure that the address and contact details for Ofsted are made available to parents (compulsory part of the Childcare Register)  ensure that all necessary steps are taken to minimise any risks to the health and safety of the children (voluntary part of the Childcare register)  ensure that the address and contact details for Ofsted are made available to parents (voluntary part of the Childcare Register).

p.2

Inspection activities

 The inspector toured the areas used for childminding.  The inspector observed children during their freely chosen activities.  The inspector and the childminder conducted a joint observation of a planned activity in the outdoor environment.  The inspector held discussions with the childminder and the children throughout the inspection.  The inspector examined a range of documents, including policies and procedures, evidence of suitability checks, risk assessment records, a record of the childminder's training, children's registration forms and the provider's self-evaluation document.

p.3

who attend. This is inadequate

The childminder does not use the information she gains from her observations and progress checks effectively to provide enough challenging activities for children to engage in. This is because children attend social groups for much of their day, and although children develop their social skills and make relationships easily, there is little time for them to engage in activities that are specifically shaped to their learning needs. As a result, the next steps in children's learning are not adequately met and children do not gain all of the key skills needed to be ready for school. The childminder engages well with children as they play. Children sit comfortably on the childminder's knee when listening to stories. She reads with enthusiasm and asks them to talk about what they see, to encourage them to learn to think for themselves. Children enjoy taking a leading role when singing familiar songs and welcome the praise they receive from the childminder.

p.4

who attend. This is inadequate

Parents are kept informed of their children's day through effective communication and are encouraged to share their children's learning from home.

p.4

inadequate

Children have fun when emptying and filling containers in the water tray outdoors and learn the importance of keeping resources and equipment clean when helping to wash the toys. However, the childminder does not suitably assess the risks to children's health, safety and well-being when encouraging children to wash toys in a water tray that is heavily soiled from stagnant rain water. As a result, children are not kept fully safe at all times. The childminder supports children in playing cooperatively with one another. She shows them how to share and take turns. Furthermore, the childminder works together with parents to ensure a consistent approach to managing behaviour is applied. Children make independent choices about the resources they will play with. They feed themselves independently and select their own shoes for outdoor play. The childminder reassures children as she talks to them about their move to school. She talks through school

routines so that children become familiar with these. This means that children are emotionally prepared for their move. Strong links with local schools ensure that children's progress is shared.

p.4

provision is inadequate

The safeguarding of children is inadequate. The childminder has failed to meet the requirements for employing an assistant. Although permission has been sought from parents to take and collect children from school, and the necessary suitability checks have been carried out on this adult, they do not hold a current paediatric first-aid qualification. The childminder has now renewed her own paediatric first-aid qualification. The childminder does not suitably monitor the practice of any assistants to identify what they do well and what needs to be improved. As a result, ongoing support and training needs are not identified and supported in a timely manner. The childminder is well qualified but does not use her knowledge and skills to good effect when planning for children's learning. Therefore, the quality of teaching and learning is poor. However, the childminder does meet with other local childminders to share practice ideas and sometimes uses the

information she gains to make improvements to her provision. Parents are not provided with accurate details of how to contact Ofsted should they wish to make a complaint.
