The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder has failed to supervise children appropriately and ensure that they are in her sight and hearing at all times. Therefore, children's safety cannot be assured because they are left in the care of adults who are not registered as assistants.  The childminder does not manage children's poor behaviour effectively. Consequently, older children's behaviour impacts on the safety and care of younger children.  The childminder does not have a clear knowledge of the learning and development requirements and does not effectively observe children to identify their current stages of development, in order to plan for the next steps in their learning.  The childminder does not use self-evaluation to monitor her practice and identify areas for development. Therefore, she has failed to ensure that she meets the legal requirements.  The childminder does not provide sufficient resources and activities to create a

stimulating environment, which covers all areas of learning, to interest, engage and motivate children to learn through play.

p.1

It has the following strengths

 The childminder uses story time and singing sessions to develop the children's interest in books.  The childminder arranges regular visits to the local park and playgroups to support children's physical development.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 ensure children are always within sight or hearing, and not left in the sole charge of other adults in the household without written parental permission and a valid paediatric first aid certificate  ensure children are taught how to manage their own behaviour using consistent strategies to ensure that their behaviour does not impact on younger children  develop knowledge and understanding of the learning and development requirements to improve teaching, and the use of observation and assessment to monitor children's progress to plan challenging learning experiences to help children make good progress across all areas of learning  provide a sufficient range of resources and activities to interest and engage children to help them learn through play.

p.2

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

What the setting needs to do to improve further

 review self-evaluation plans to identify training needs in order to enhance professional development and improve practice.

p.2

What the setting needs to do to improve further

To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 ensure all necessary measures are taken to minimise any risks to the health or safety of the children (compulsory part of the Childcare Register)  review and enhance the behaviour management procedures to ensure children's negative behaviours are managed in a suitable manner (compulsory part of the Childcare Register).

p.2

Inspection activities

 The inspector sampled a range of documentation including, records of attendance, risk assessments and the safeguarding policy.  The inspector held discussions with the childminder.  The inspector undertook a tour of the premises.  The inspector observed the quality of care and teaching and sampled children's records.

p.2

who attend. This is inadequate

The childminder does not understand how to organise the play area in a way that stimulates and interests children, and encourages them to engage in their learning. Therefore, children are not occupied and this affects their behaviour. Furthermore, the childminder does not complete regular observations and assessments to identify children's stages of learning and development. As a result, she does not effectively plan a range of experiences and activities to enhance children's learning and development across all areas of learning. The children benefit from regular visits to the local park and playgroups to enhance their physical development. They enjoy singing and moving to action songs. As a result, children develop their large and small muscles.

p.3

inadequate

The childminder does not promote children's well-being effectively. She does not challenge, and effectively manage, children's negative behaviour. Therefore, some children continue to display disruptive behaviour, such as shouting, jumping from the sofa and taking away toys from the younger children. Therefore, younger children are not suitably protected. The childminder implements effective health and safety procedures, including risk assessments to keep children safe. She promotes children's health and physical development through encouraging the parents to provide healthy food choices, and by providing regular outdoor play opportunities at the local park and playgroups. She encourages children's independence skills. Consequently, they confidently feed themselves.

p.3

provision is inadequate

The childminder has a poor understanding of the legal requirements. She fails to ensure that children are safe as she leaves the children alone with adults in her household without written parental permission or them having the necessary paediatric first-aid certificate. Therefore, children's welfare and safety cannot be assured. The childminder does not effectively use self-reflection to identify her areas of strength and areas where improvements are needed. As a result, the childminder has not identified gaps in her own knowledge to enhance her ongoing professional development. The childminder has made suitable links with the local playgroups and understands the importance of working with other professionals to improve outcomes for children in her care.
