This inspection
This home was judged good at the last full inspection. At this interim inspection Ofsted judge that it has sustained effectiveness .
p.2
This inspection
The home was last inspected in June 2014, when the overall effectiveness was judged to be good. Four recommendations were identified to improve the quality of care and outcomes for young people. Most of these recommendations have been addressed which demonstrates a capacity for improvement.
p.2
This inspection
Since the last inspection, there has been one discharge and one admission to the home. One young person successfully moved onto independent living. Staff worked effectively with leaving care services to ensure a smooth transition. Young people move into the home in a planned way with detailed information from their placing authority. Furthermore, the mental health needs of each young person are fully assessed upon their arrival to ensure that their emotional and mental health needs can be met. This ensures that all staff have a good understanding of young people’s needs and are able to respond to these appropriately.
p.2
This inspection
Progress for young people is good from their starting point. Young people who have been out of education for some time are benefitting from educational support within the home. One tutor commented ‘she's outstanding, she really engages well.′ This helps to improve young people's self-esteem and attainment. Observations confirm that in a short space of time, young people have developed very positive relationships with the staff.
p.2
This inspection
The manager and staff work effectively with a wide range of professionals so that young people get the support they need to achieve positive outcomes. The staff do encourage young people to try new experiences and engage in activities that will improve their self-esteem and confidence. However, they have not always been successful with this, as some young people prefer to spend time in the home. More recently progress has been made in encouraging young people to access and 3 of 5 participate in community activities with some young people having enjoyed a trip to the zoo, cinema and ice-skating.
p.2
This inspection
The home effectively safeguards young people. Detailed risk assessments ensure that all known risks, such as the potential to become missing from care, are well managed to protect the welfare and safety of all young people. There have been no incidents of young people going missing from the home and no physical interventions. Young people have received more positive consequences than negative which clearly demonstrates they are benefitting from effective behaviour management strategies that focus on positive reinforcement. High staffing levels ensure close supervision; however, this potentially restricts young people's opportunity to make and sustain friendships outside of the home.
p.3
This inspection
The internal and external monitoring of the home monitors young people's progress and quality of care. During the August 2014 regulation 33 visit a parent raised several issues with the visitor about the home. This was addressed as a complaint and investigated by another Registered Manager from within the organisation. However, records of the complaint do not demonstrate that this has been robustly and comprehensively investigated. A further issue was raised and again was looked into by the same manager who had investigated the initial concerns. The practice of peer managers investigating concerns about each other potentially compromises their ability to reach a rigorous and impartial judgement and should be reviewed

This inspection
A suitable development plan is in place, however it is out of date resulting in this recommendation being repeated. 4 of 5
