This inspection
This home was judged good at the last full inspection. At this interim inspection Ofsted judge that it has declined in effectiveness .
p.2
This inspection
The home has not sustained practices that ensure young people stay safe. Staff do not follow risk management protocols and staff practice has left young people unsafe. The home has not ensured that there have been consistent staffing levels to reflect the risk management protocols. Consequently, staff interventions have become ineffective and young people have placed themselves in dangerous situations. Young people’s risk taking behaviours impede on their educational attendance and achievement. This has detrimentally impacted on young people’s emotional and physical well-being.
p.2
This inspection
Young people are no longer making good progress. Young people’s risk taking behaviours have increased significantly. Staff do not provide consistent responses to support young people’s emotional needs. Staff do not always debrief young people after significant risk taking incidents. Key working sessions are unplanned and do not help young people find strategies to reduce their risk taking behaviours. Young people say they feel that the home has not emotionally supported them. In-house therapeutic support has been inconsistent. In turn, young people’s emotional well- being has become compromised.
p.2
This inspection
Management oversight and decision making within the home has declined. The Registered Manager has failed in his duty to notify HMCI of significant events. Decisions regarding staffing have been ill thought out and not risk assessed. This has left young people and staff in vulnerable situations. The Registered Manager has not ensured that young people are receiving the specialist services they need. For example, external providers have not been challenged about significant delays in providing much needed assessments and interventions. The provision does not embed multi-agency working. Young people do not receive consistent and robust multi-agency risk management interventions. Consequently, young people’s complex emotional needs are unmet. 3 of 5 The last full inspection took place in October 2014. Two requirements and four recommendations were made at this inspection. These have been met.
