The setting does not meet legal requirements for early years settings

p.1

This provision is inadequate

 The childminder has a weak understanding of how to safeguard children. She has an insufficient knowledge and understanding of signs and symptoms that may give cause for concern and of the procedures to follow in the event of a concern.  The childminder does not ensure that the premises and equipment are safe and suitable for children to use because risk assessments are not robust. She fails to identify possible risks to children's health, safety and well-being.  The quality of teaching is weak. The childminder does not assess children's progress accurately or plan well enough to provide suitably challenging activities and meaningful interactions to extend their learning.  She does not provide an easily accessible range of appropriate resources for babies to promote their development across all areas of learning. These weaknesses limit the progress children make in all areas of learning.  The childminder has an insufficient understanding of the requirements of the Early

Years Foundation Stage. She does not evaluate the quality of her provision to identify areas for improvement. She has not addressed all the recommendations from the last inspection.  She does not encourage a two-way flow of information sharing with parents about their child's achievements to promote continuity in learning and development. She has a weak understanding about the required progress check for two-year-old children. Documents were not easily accessible and available for inspection.  The childminder does not ensure fresh drinking water is available and easily accessible for children at all times, which does not promote their good health.

p.1

It has the following strengths

 The childminder works with parents to meet children's care needs when they first start so they settle well. Children demonstrate that they are happy and content.

p.1

What the setting needs to do to improve further

To meet the requirements of the Early Years Foundation Stage the provider must:

p.2

What the setting needs to do to improve further

 gain knowledge and understanding of how to identify, understand and respond appropriately to signs of possible abuse and neglect, in line with the Local Safeguarding Children Board  take all reasonable steps to assess and minimise the risks to children, in particular, access to tools and chemicals, the temperature of the radiators, unlocked filing cabinet drawers and the risk of cross-contamination to promote children's safety and well-being  improve knowledge and understanding of the learning and development requirements and the quality of teaching to make accurate observations and assessments of children's development; and use this information to plan challenging and enjoyable activities to help children make good progress  provide a range of appropriate resources based on children's individual needs and interests, and support children's play through meaningful interactions to extend their learning

p.2

What the setting needs to do to improve further

 involve parents in children's learning by encouraging them to share their children's achievements and provide more information to parents about how they can continue to support children's learning at home  ensure that progress checks for two-year-old children are carried out where appropriate and provide parents with a short written summary of their child's development  ensure fresh drinking water is available and easily accessible for children at all times to promote their good health  ensure all records are easily accessible and available for inspection.

p.2

What the setting needs to do to improve further

To further improve the quality of the early years provision the provider should:

p.2

What the setting needs to do to improve further

 develop robust self-evaluation procedures that clearly identify strengths and weaknesses in order to drive continual improvement. To meet the requirements of the Childcare Register the provider must:

p.2

What the setting needs to do to improve further

 attend child protection training to gain knowledge of how to identify and act on any indications that a child may be suffering from harm (compulsory part of the Childcare Register)  ensure the premises and equipment used for the purposes of the childcare are safe and suitable for that childcare (compulsory part of the Childcare Register)  take all necessary measures to minimise any risks to the health or safety of the children (compulsory part of the Childcare Register)  ensure children have access to drinking water (compulsory part of the Childcare Register)  make the following information available to parents: copies of written statements of safeguarding procedures and complaints procedures (compulsory part of the Childcare Register).  ensure the premises and equipment used for the purposes of the childcare are safe and suitable for that childcare (voluntary part of the Childcare Register)  take all necessary measures to minimise any risks to the health or safety of the children

p.3

What the setting needs to do to improve further

(voluntary part of the Childcare Register)  make the following information available to parents: copies of written statements of safeguarding procedures and complaints procedures (voluntary part of the Childcare Register).

p.3

p.3

who attend. This is inadequate

The childminder has a weak understanding of the learning and development requirements. Although she carries out some observations of the children, she does not make accurate assessments or use children's individual interests and stage of development effectively enough when planning activities. This does not help them move on to the next stage in their learning. She provides a wide variety of toys and resources in the playroom. However, children play in a very cluttered room where they can only access a few resources, which are not suitable for the ages of the children she cares for, particularly babies. This hinders children's learning and their ability to make good progress. Nevertheless, children enjoyed playing with resources, such as salt, dough and scissors. However, the childminder does not use these activities well enough to extend children's thinking through quality interactions.

p.4

inadequate

The childminder fails to identify potential risks to children. For example, after decorating her home, a radiator was left at its highest setting and was too hot to touch. The lower drawer of a filing cabinet was left unlocked and partially open in the play area. Tools and chemicals were left in a pile next to a sensory play experience for the children. These oversights put children's safety and well-being at risk. On the day of the inspection, the childminder did not make fresh drinking water available to children. For afternoon snack, children confidently took a piece of fruit from a fruit bowl; however, the childminder did not remind them to wash their hands before eating. Younger children played outside without a coat or satisfactory footwear, wearing only their socks. Toys outside are not maintained at a satisfactory level of cleanliness, particularly for babies. These weaknesses compromise children's good health.

p.4

provision is inadequate

The childminder has insufficient knowledge and understanding of the statutory requirements, which means she is unable to identify her areas of weakness or target improvements adequately to improve the quality of her provision. The childminder has failed to keep her knowledge up to date about child protection issues, childcare practices and of how young children learn. Some records were not accessible and made available for inspection. The childminder has built partnerships with other settings children attend. She has a friendly relationship with parents and provides some daily feedback through discussion. However, parents are not actively encouraged to be involved in their child's learning by making regular contributions or sharing their observations and children's achievements at home. This means children do not make the best possible progress or learn the skills they need to prepare them for the next stage in their learning.
